The General Secretary Xi Jinping pointed out that employment is the greatest livelihood.College graduates shoulder the important mission of national development and social progress,are valuable human resources wealth.The employment of college graduates has always been a top priority in China’s social work since it was placed at the top of the employment task in the 2012 Government Work Report.Chongzuo has a unique geographical location,at the same time,it is also the third largest university gathering place in Guangxi,with the talent resources of 9 universities.However,the phenomenon of brain drain is prominent.Chongzuo is currently in a critical period of economic restructuring and upgrading.In order to attract and encourage local college graduates to stay in Chongzuo,and to provide human support for the construction of a modern gateway city in the south of the frontier,Chongzuo has issued a "plan for staying in Chongzuo".It is of great academic value and practical significance to study the policy and its implementation status,and make suggestions for the optimization of the policy.First of all,analyzes "push pull" theory of population mobility,employment promotion theory,and policy evaluation theory through literature research,laying the theoretical foundation for this dissertation.Secondly,sorts out the supporting policies for local employment of college graduates issued by Guangxi Zhuang Autonomous Region and Guangxi prefecture-level cities.Through comparative analysis,it is found that the supporting policies for local employment of college graduates in Chongzuo have comparative advantages.Thirdly,through questionnaires and in-depth interviews,analyzes the overall implementation status of "plan for staying in Chongzuo" and the case of Nanning Branch of Guilin University of Technology,and concludes the shortcomings in policy content,obstacles in the implementation process,and deviations in the implementation results;The main reasons are the resistance caused by policy operation and personal factors,the driving force formed by the unfavorable policy implementation environment,and the insufficient pulling force of local employment due to the deviation of policy implementation.Finally,combining theory with practice,this paper proposes the optimization path of local employment policy for Guangxi college graduates from three aspects: policy text content,policy implementation process,and policy implementation subject.
