The implementation regulations of the Budget Law stipulate that all departments and units shall organize income in accordance with the law,strictly control expenditures,and monitor and evaluate their performance to improve the efficiency of fund utilization.In the post pandemic era,how to effectively utilize the benefits of limited funds and provide guarantees for the high-quality development of education has become a major issue faced by financial management in universities.In October2015,the State Council issued the "Overall Plan for Promoting the Construction of World-Class Universities and First Class Disciplines",which clearly required that the construction of "Double First Class" should be based on "disciplines and leveraged by performance".At present,there are problems in the management of special funds for discipline construction in universities,such as unscientific regulations on the management of special funds for discipline construction,chaotic setting of performance evaluation indicators and weights for special funds,and insufficient emphasis on the performance evaluation of special funds for discipline construction,which urgently need to be optimized and improved.This thesis is based on the background of the "Double First Class" construction,taking F University as an example,and applies the balanced scorecard theory to study the performance evaluation system of the special funds for the construction of agricultural disciplines at F University.By reviewing domestic and foreign literature related to university performance evaluation,"Double First Class" construction,subject construction special fund performance evaluation,and balanced scorecard,the current situation,problems,and countermeasures are sorted out.Elaborate on the relevant concepts and theoretical foundations involved in disciplines,performance evaluation,and balanced scorecard.Next,an analysis was conducted on the basic situation of F University,the development of agricultural disciplines,and the current status of the performance evaluation system for discipline construction,and problems were identified.Finally,adhere to the principle of strategic orientation and combining quantitative and qualitative indicators.Based on relevant research such as the disciplinary evaluation work plan and indicator selection principles of the Degree and Graduate Education Development Center of the Ministry of Education,the performance self-evaluation requirements of Fujian Province’s disciplinary construction special fund,and the research of agricultural discipline experts,this study focuses on key contents such as talent cultivation,disciplinary research,social services,faculty building,international exchange and cooperation,etc,Constructing a performance evaluation system suitable for agricultural discipline construction special funds through the principles of balanced scorecard and Analytic Hierarchy Process,and proposing targeted and actionable suggestions based on the problems in the current performance evaluation system of F University’s discipline construction special funds.
