A Study On Social Work Intervention In The Relief Of Low-income Groups In The Context Of Social Governance

Although China has solved the problem of absolute poverty,during the period of social transformation,this group of people who have just escaped from absolute poverty are still in a relatively low standard of living and are easily caught in the process of survival,security and development.In order to protect people with low living standards,the government has constantly revised and improved laws and regulations and relief policies,but in the process of concrete implementation,execution and propaganda,due to the differences in economic levels and staffing of the grassroots government,in individual areas with slow economic development or a large number of people in difficulty,the government’s relief and assistance for people in difficulty in the process of grassroots community governance is inevitably There is not enough effort but not enough strength.As a non-government,non-profit organization,social work plays an important role in purchasing social services and helping the underprivileged groups in society.Faced with the complex and changing economic and social environment and the overlapping of multiple dilemmas that vary significantly from region to region,how to effectively promote social work intervention in the relief of the underprivileged,enhance the efficiency of social work participation in social governance,and effectively help the underprivileged to solve their difficulties and achieve their own realistic and long-term development in the new era is the focus of this study.This paper takes the "Good Neighbor House" social work assistance program in Street G of District S as an example,and conducts an empirical study through a four-month internship,using a case study method,semi-structured interviews and participant observation to collect and analyze data.The project started from the five major contents of basic services,recreational services,comprehensive assistance,living services,and children’s assistance,and was guided by the ecosystem theory,focusing on the roles of comprehensive service provider,resource linker,relationship coordinator,and supporter in social work interventions for the low-income groups.Through flexible organization and mobilization of grassroots government,community workers,and community volunteers to participate,the project targeted case assistance,Through the flexible organization and participation of grassroots government,community workers and community volunteers,we organize two-way interactive activities or provide one-way output services such as household visits to help individuals get rid of their difficulties,strengthen their family and social support,and create a harmonious village environment,and in the process enhance the importance of society to the underprivileged groups,and summarize the experiences that can be replicated and the areas that need improvement and reflection in the process of project implementation.This will provide a practical reference for social work to intervene in the relief of underprivileged groups and promote the improvement of social governance at the grassroots level.In this study,we found that in the intervention of social work with ecosystem theory,social workers analyze the needs of the underprivileged from micro,meso and macro dimensions and provide services based on them.Through the integration of resources and the planning of case assistance,group activities and community festival activities by social workers,the clients receive individual economic and emotional support,strengthen family support networks and create a harmonious and mutual aid atmosphere in the community,which promotes the social importance of the underprivileged groups and the social work services meet the multidimensional needs of the underprivileged groups.At the same time,social work can effectively solve the problem of the government’s lack of capacity in providing assistance to the underprivileged.Social work can plan professional cases,groups and community services to help the underprivileged and help them solve their problems and difficulties in cooperation with the grassroots government,community residents and community volunteers.It has promoted social justice,raised the visibility of social work and established a good image of grassroots government,alleviated social conflicts and contradictions,strengthened the cooperation and joint services between grassroots government and organizations,and effectively coordinated the relationship between grassroots parties and groups.However,in practice,social work interventions in the relief of the underprivileged groups also have the problem of role identity in the process of participation of different collaborative subjects,which needs to be improved by government clarification and support,as well as the improvement of social work visibility and influence and its own development.
