Yunnan Province is located in the southwest of China.Due to the restrictions of geographical location and economic development,higher education resources in Yunnan Province are scarcer than those in central and eastern regions,which are mainly reflected in the number of full-time teachers,education funds,fixed capital output value,etc.In this subject,under the background of higher education resources scarcity,in the process of higher education quality revolution,this paper studies the allocation efficiency of higher education resources in Yunnan Province,explores the influencing factors of the allocation efficiency of higher education resources in Yunnan province,and puts forward reasonable suggestions for optimizing the allocation of higher education resources in Yunnan Province.This topic uses the methods of literature analysis,comparative analysis and empirical analysis to study the efficiency of higher education resources allocation in Yunnan Province.Firstly,the concepts of higher education resources,higher education resources allocation and higher education resources allocation efficiency are defined,and the research on higher education resources allocation efficiency is mainly carried out from human,financial and material resources.Secondly,it provides a theoretical basis for improving the efficiency of resource allocation through public product theory,new public management theory and Pareto optimality theory.Finally,the data envelopment analysis method was used to estimate the higher education resource allocation efficiency of 31 provinces and municipalities in China during 2010-2019,and the relative evaluation of the higher education resource allocation efficiency of Yunnan Province was obtained.The calculated pure technical efficiency was taken as the explained variable.The Tobit model is used to analyze the factors influencing the efficiency of higher education resource allocation in Yunnan Province.According to the study,the allocation efficiency of higher education resources in Yunnan Province was in a state of inefficiency and fluctuation increase during 2010-2019.The input of human,financial and material resources showed an increasing trend year by year,but it was still lower than the national average level,and there were problems of resource waste and insufficient input.The factors that affect the efficiency of higher education resource allocation in Yunnan province include personnel structure of colleges and universities,government financial level,school scale,etc.,and p values are all less than 0.05,showing a significant positive correlation,indicating that personnel structure of colleges and universities,government financial level,and school scale are the main factors affecting the efficiency of higher education resource allocation in Yunnan Province.The calculation p value of regional economic development level is 0.0000,showing a significant negative correlation,indicating that higher education resource allocation cannot be closely combined with regional economic development level and talent demand.To this end,the topic puts forward,strengthen higher education resource investment,optimize resource allocation management;Strengthen the government-led work,introduce the market mechanism,improve the initiative of universities;Strengthen the close combination of higher education with regional economic development and talent demand,promote the reform of colleges and universities;Strengthening the sharing of educational resources and promoting the coordinated development of higher education in Yunnan province are four aspects to improve the allocation efficiency of higher education resources in Yunnan Province,so as to achieve the Pareto optimal state.
