Research On Resource Integration Of Care Institutions For The Disabled From The Perspective Of Ecosystem Theory

With the rapid development of China’s economy and society,the cause of helping the disabled has been receiving increasing support from all sides.In recent years,the caring services for the disabled in Zhejiang Province are developing rapidly.The establishment of homes for the disabled led by the government is an important practical project to improve the livelihood of the whole province,which focuses on the integration of social resources and service functions.The government and the society actively support the development of caring institutions for the disabled by means of comprehensive coverage,upgrading,and organizational empowerment.Based on the current situation and the representative case of the Home for Disabled’ Y’ in Hangzhou,the author finds that the resources and resource utilization of disabled care institutions are insufficient,resulting in difficulties in improving their service quality,resulting in thinking about integrating the resources of disabled care institutions.Therefore,it is necessary to integrate resources in the disabled caring institutions.This leads to the following questions to be studied: What are the current problems in resource integration in caring institutions? What are the causes of these problems? How do these problems affect the quality of service provided by caring institutions? How can these problems be solved?Inspired by the theory of ecosystem,this article takes the overall resource environment as a perspective,taking disabled caring institutions as an investigation object,and divides the overall resource environment into external systems and internal systems.The external system mainly refers to the resources contained by the government,communities,enterprises,and society,while the internal system mainly regards institution’s stuff and capability on operation as its own resources.Through the aggregation,coordination,and interaction in developing various resources,the sustainable and vigorous development of disabled caring institutions can be achieved.This thesis adopts a qualitative research method,using the Home for Disabled “Y” in Hangzhou as a research point,to have an in-depth understanding of the current situation of the operation mode and resource utilization of this caring institution.It is found that the caring institutions represented by the Home for Disabled “Y” in Hangzhou lack the ability to integrate resources,mainly reflected in the single access to resources,low resource utilization rate and lack of endogenous motivation of resources,leading to a solidification and fragmentation of the service model and low quality of service,which restricts the role of the institutions for the disabled.This study analyzes the resource integration of disabled care institutions from the perspective of ecosystem theory,and ultimately finds that the reasons for the problems lie in: the vested resources have not played a maximum role,the internal and external supporting networks have not been improved,and the institution’s own resource exploration is insufficient.To address these problems,it is necessary to build a resource integration platform to gather resources,continuously enrich the resources from the government,communities,enterprises and society,and develop the institution’s own human,material,and financial resources.In the process of resource integration,it is necessary not only to strengthen the support and connection of external system resources,but also to improve the innovation and development of internal system resources so that every system can coordinate and assist each other,give full play to the role of resource integration in improving service,and promote the high-quality development of the caring service for the disabled.
