Research On Archival Data Security Risk Identification And Governance Strategy

With the development of archival data management practice,archival data has become the key word in the development of archives undertaking.However,there are security risks and challenges in long-term safe storage,development and utilization,data sharing,data quality and other aspects of archival data.How to keep the “safe baseline” of archives and ensure the safety of archival data has become an important research topic.In this paper,archival data security as the research object,from the perspective of risk identification,using Literature Research Method,Safety Checklist Method,Expert Investigation Method and other methods,according to the idea of“raising problems-analyzing problems-solving problems”,archival data security risk identification and control research.Firstly,Security Checklist Method is adopted to identify the security risk factors of archival data.Starting from the risk of institutional norm,management process and infrastructure,the existing security risk factors are discussed respectively,and the archival data security checklist has been formed,which includes 4 primary categories,13 secondary categories and 53 security risk factors.Secondly,Expert Survey Method is used to appraise the security risk level of archival data.Safety risk factors by 53 items archival data appear the possibility and the severity of the consequences of the assignment,divided security risk rating,16 key security risk factors of archival data were identified,including the absence or imperfection of relevant laws and regulations on archival data security risk management,the imperfection of basic functions of archival data management system and the imperfection of archival data security risk management standard system.Finally,the management strategy of archival data security is proposed according to the key security risk factors.In order to avoid the key security risk of the institutional norm,the legal system of archival data security risk management should be improved,the standard system of archival data security risk management should be improved and the construction of archival data security risk management system should be strengthen;In order to avoid the key security risk of organization management,a multi-subject collaborative risk management system should be built,archival data security risk management institutions should be established and the awareness of archival data security risk should be strengthen;In order to avoid the key security risk in the management process,the archival data reception should be standardized,the archival data security storage strategy should be optimized and the metadata management method should be improved.In order to avoid the key security risk of infrastructure,the basic business functions of archival data management system should be improved.
