Research On The Management Of Radio Spectrum Resources In Q City

Radio spectrum resources are characterized by scarcity and limitation.The continuous growth of radio equipment and wireless transmission data has brought huge demand pressure on spectrum resources.The government’s management of radio spectrum resources is facing many new challenges.The government can realize the sustainable development of spectrum resources only if it manages according to law and scientifically to fully display the value of spectrum resources.It is an arduous and sacred mission for radio management workers to fully exercise the government’s statutory functions in the management of public goods,accurately grasp the current situation of spectrum resource utilization,scientifically allocate and manage spectrum resources,and make the use of spectrum resources more fair,reasonable and effective.This paper first introduces the concept of radio spectrum resources,pointing out the physical attributes,economic and social attributes,ownership attributes and use rights attributes of spectrum resources.Through the elaboration of the general requirements of radio management,this paper points out that the government,as the main body of management,should adhere to four management means,namely,law,administration,technology and economy.According to the definition and characteristics of public goods,radio spectrum resources are classified,and different attributes of various spectrum are defined.Based on the tragedy of the commons and government failure,this paper analyzes the utilization and management of radio spectrum resources in Q City,taking the management of radio spectrum resources as an example,and combs out the problems of insufficient utilization of spectrum resources,weak foundation of administrative law enforcement,limited technical support capacity,and low administrative level of departments by combining the statistical analysis of questionnaire survey results The main reasons for the above problems are the complexity of administrative law enforcement constraints,the slow improvement of technical support capabilities,and the insufficient role of department services.It also proposes measures to strengthen the management of radio spectrum resources in Q City,such as improving the spectrum resource management system,optimizing the administrative law enforcement environment,improving the monitoring technology support capabilities,and strengthening department services and management functions.
