Population has always been an issue of great concern.Once the three child policy was announced,it immediately attracted extensive attention from major media.How professional media and we media define the reasons and solutions affecting fertility will affect public opinion and then the implementation of the policy.This study selects 308 professional media samples and 300 we media samples from wechat platform.Through the methods of content analysis and text analysis,this paper compares the differences of cognitive framework between professional media and we media texts,and discusses their attribution bias and its influencing factors.In the framework overview of three child fertility intention reported by professional media,government personnel are the main framework providers,followed by experts;The "high parenting cost framework","insufficient rights and interests framework of women" and "unattended framework" in the report are the cognitive framework of the influencing factors of three child fertility intention,which account for a relatively high proportion in the professional media,and the "family talent advantage framework","blood relatives companion framework" and "response policy framework" are the marginal framework;In the cognitive framework of the solution to the low fertility intention of three children,"supporting service framework" and "protecting women’s rights and interests framework" are prominent frameworks in professional media;From the perspective of interests,the three child policy support framework in professional media is carried out from the perspective of interests.By strengthening the framework,the value of the three child policy is expanded.In the attribution bias of three children’s reports of professional media,government personnel dominate the attribution of professional media.In the game of public policy communication,the behavior framework of the government occupies a certain dominant position.The nature of professional media makes it naturally transmit government policies and represent authoritative discourse;At the same time,professional media lead attribution with expert knowledge.By quoting authoritative expert knowledge,they can guide attribution while obscure expression framework;In addition,the professional media closely linked the three child policy with national interests,which has the attribution that the three child policy is conducive to national development.In the framework overview of three child fertility willingness of we media,the public is the main framework provider;In the report,"high parenting cost framework","survival pressure framework" and "unattended framework" are the cognitive frameworks that account for a relatively high proportion of the influencing factors of three child fertility intention.Compared with professional media,the "big framework of survival pressure" is specially emphasized in the self media.The samples closely connect the three child childbirth with the great survival pressure by repeatedly mentioning key words such as work pressure and social inner volume,and using metaphors,examples and other means to exaggerate and exaggerate;Starting from the consideration of interests,we media texts will pay attention to personal well-being in the general pattern of national well-being,and show the public’s willingness to have three children with the discourse logic of "community of interests";In the cognitive framework of we media text solutions,"supporting service framework" and "material reward framework" are more obvious frameworks.In the sample,the words "possible" and "can be considered" show a state that we media closely follows the official policies.Compared with professional media,the material reward framework is highlighted by we media.In the attribution bias of three children’s fertility intention of we media,the general public dominated US media attribution,there were not many public figures in the sample,and the text language showed the characteristics of popularization.In addition,we media experience that public knowledge dominates attribution,and the presentation of public knowledge on attribution is more empirical and intuitive,showing the characteristics of "overconfidence".At the same time,we media texts dominate attribution with the interactive use of various language symbols,and guide the audience through various flexible ways.The attribution bias of professional media and we media will be affected by social and cultural norms,media nature and news production mode to a certain extent.This study found that under the influence of social norms and cultural values,professional media and we media have unified the caliber of "national interests",which has laid a foundation for promoting new social policies and realizing national well-being;In terms of the nature of media,professional media,as the communicator of countermeasures,is an important position for the dissemination of policy information,while we media,as the pursuer of topics,will regard themselves as "civilians" and pay attention to the proximity between the content and the public;In terms of news production mode,professional media is a closed news production mode,which is often restricted by external social factors such as policies and mainstream ideas.Therefore,the framework providers in professional media reports are often government personnel.The wording of their texts has a sense of preciseness and seriousness,emphasizes the standardization of news terms,and has the color of rational attribution;We media is an open news production mode,with audience participation and all inclusive.The public is the primary framework provider of we media.Through the interactive use of a variety of symbols,its text presents the characteristics of popularity and interest,and has the color of irrational attribution.By analyzing the general situation,attribution bias and influencing factors of the three child fertility intention framework of professional media and we media,this paper aims to help professional media absorb and learn from the framework strategy of we media,and improve the topic guidance of professional media in the era of social media.This study believes that the public opinion guidance of the reporting framework of three child fertility intention of professional media can be improved from the following aspects: first,balance the framework structure and ensure the diversification of sources;Second,respond to public concerns and make balanced attribution;Third,innovate the frame expression and enrich the reporting forms.
