Research On Construction Of Emergency Communication Regulation In Public Health Emergencies In China

Public health emergencies have always been an important issue concerning the safety of people’s lives and the healthy development of society.In the face of public health emergencies,in addition to the "first battlefield" of treating and saving people,the "second battlefield" of emergency communication also plays a pivotal role.The COVID-19 outbreak in early 2020 is the most typical public health emergency in recent years.It not only poses a serious threat to people’s health and safety,but also exposes some problems that need to be solved in China’s current emergency communication regulation.For example,the reporting process of emergency information is cumbersome and inefficient;The media is absent in the regulation plan and its function is not fully played;External communication is not timely,affecting the national image.These problems reflect that there are still defects and deficiencies in the current regulation of emergency communication in China.How to play the role of regulation,better play the role of communication subjects in emergency management,is worth our thinking.This paper mainly uses literature research and case analysis methods.This paper sorts out the evolution and evolution of the regulation on communication of public health emergencies in China,analyzing the content and practical characteristics of the current regulation,and summarizes the advanced construction results and existing problems.This paper summarizes the necessity of further optimizing the construction of regulations from three perspectives of problem orientation,internal motivation and external incentive,and finally gives suggestions and strategies for optimizing the existing regulations.In the process of sorting out the evolution and evolution of regulations,based on the existing research results,this study makes a four-stage innovative sorting of the evolution and evolution of regulations according to the changing trend of the number of regulations issued in each period,the historical background of regulation making and the triggering events of regulation reform.In the process of analyzing the characteristics of regulation,from the perspective of regulation content,analyzing the practice of regulation in different periods.There are still some problems in the regulation of emergency communication in public health emergencies in China,such as imperfect construction,incoherent design and failure of operation,which hinder the efficiency of emergency management.We should start from various aspects to further optimize the construction of relevant regulations.So as to build a socialist legal system society,it is indispensable to guide the emergency information dissemination of public health emergencies by means of regulation.In addition,It is a necessary choice to improve national governance capacity and construct modern governance system to take the dissemination of emergency information into institutionalized and standardized management of public health emergencies.This paper is expected to play a certain academic reference value in the follow-up research of other scholars on related issues,and also to provide reference for the practical information production and communication practice.
