Sudden earthquake disasters usually bring serious losses to the country and people,and it is necessary to carry out emergency rescue work on the disaster point in the first time after the disaster,and the reasonable distribution of emergency materials is the basis for effective emergency rescue work.Further scientific and reasonable distribution of emergency materials is the focus that needs to be improved at present,which can effectively alleviate the loss and suffering of the affected people.The main goal of this paper is to further reduce the total delivery time of emergency materials and the weighted total gap of emergency materials at disaster points,and formulate a scientific and rigorous emergency material distribution plan for decision-makers’ reference.The main research work of this paper includes the following aspects:(1)The research related to emergency materials was sorted out,and the relevant research progress at home and abroad was systematically analyzed from three aspects:demand forecasting,demand weight assessment and emergency material allocation.It provides theoretical support for the subsequent determination of emergency material prediction model and demand weight,and lays a foundation for constructing emergency material allocation model and designing a multi-objective optimization algorithm for solving the model.(2)The LSTM neural network algorithm is used to make a preliminary prediction of emergency supplies at the disaster point.According to the severity of the disaster situation of each disaster-stricken point,the weight of emergency material requirements of the disaster-stricken point is evaluated by indicators such as the degree of building damage,the degree of road damage,the number of people affected,the number of injured and the ratio of the number of injured people.(3)Aiming at the particularity of early emergency material allocation after earthquake disasters,a multi-objective optimization model is constructed with the shortest total delivery time of emergency materials and the smallest weighted total gap of emergency materials at disaster points as the objective function.The relevant constraints are given based on the actual situation of rescue.At the same time,in order to combine the algorithm with the actual emergency material allocation,the integer encoding and decoding and cross-mutation operation modes are designed.(4)The proposed model and solution method are applied to the early emergency material allocation case after a 7.8 magnitude large-scale earthquake in a certain area,and the reliability of the proposed method is verified by experiments,and the results show that the proposed method can provide a reasonable allocation scheme.The research results of this paper provide ideas for the early distribution of emergency materials after earthquake disasters,and the distribution results obtained can provide valuable reference schemes for emergency rescue.
