Research On Life Cycle Quality Evaluation Of Smart City Construction Project

At present,China is gradually entering a key stage of smart city development.Local governments have responded to the national call and carried out smart city construction one after another.In this context,the state has also successively issued some policies and norms to guide the smart city construction direction of regional governments,and put forward the smart city construction idea of "promoting construction through evaluation".However,at present,most of the relevant evaluation systems are regional development evaluation system and smart city construction maturity evaluation system,and there is a lack of project quality evaluation system for a single smart city construction project.In order to help local government departments and urban builders scientifically evaluate the quality level of smart city construction projects and provide support for the quality control of the whole process of smart city construction projects,this thesis reviews the existing research contents related to smart city construction,whole life cycle and project quality evaluation at home and abroad,and combs the relevant concepts and theories,Then,the basic characteristics and project stages of the smart city construction project are summarized and refined.Based on the perspective of the whole life cycle,the factor analysis method is adopted to analyze the quality evaluation indexes in the decision-making stage,design stage,implementation stage and operation stage of the smart city construction project item by item,forming the quality evaluation index system of each stage of the smart city construction project,Three primary indicators and six secondary indicators are constructed in the project decision-making stage;In the project design stage,3 primary indicators and 15 secondary indicators are constructed;In the project implementation stage,3 primary indicators and 11 secondary indicators are constructed;In the project operation stage,3 primary indicators and 10 secondary indicators are constructed.On the basis of constructing the index system,the index weight is determined by means of expert investigation and fuzzy analytic hierarchy process,and finally the quality evaluation model of each stage of smart city construction project is formed.Then select the wisdom Wuqing phase I project as the empirical research object,obtain the quality evaluation results of each stage of the project by means of expert investigation and fuzzy evaluation,and analyze the feedback information from the results,so as to put forward improvement suggestions,which verifies the effectiveness and feasibility of the research results of this thesis.
