Has The Establishment Of The National Public Cultural Service System Demonstration Plots Improved The Ability Of Public Libraries To Supply Document Resources?

The public libraries are important public cultural facilities in the construction of the public cultural service system.Document resources are the basic carrier for providing public cultural services.The document resource supply ability is an important part of the construction of the overall public cultural service system.The establishment of the national public cultural service system demonstration plots(projects)is an important policy for the state to provide a model for the construction of a public cultural service system through the establishment of demonstration plots(projects).The establishment of the National Public Cultural Service System Demonstration Plots(projects)incorporate public libraries as an important aspect of construction,and specify the service standards of public libraries.In this context,it is of great significance to study the policy effects of the establishment of the national public cultural service system demonstration plots on the public library’s document resource supply ability.This paper adopts the difference-in-difference method similar to natural experiment to analyze the influence of the establishment of the National Public Cultural Service System Demonstration Plots on the public library’s document resource supply ability,and further explores the mechanism of this influence.The study found that the establishment of demonstration plots for the national public cultural service system can improve the ability of public libraries to provide document resources.The establishment of the National Public Cultural Service System Demonstration Plots provides institutional supply for the construction of public libraries.Under the establishment policy of the Demonstration Plots,the pressure of system isomorphism,including mandatory isomorphism,imitation isomorphism,and norm isomorphism,has improved the ability of public libraries;The establishment of the National Public Cultural Service System Demonstration Plots brings the collection of financial resources,human resources,and political resources to the public libraries;The establishment of the National Public Cultural Service System Demonstration Plots expands the function of the public libraries as public space,and enhances the document accessibility of the public library.In this way,The establishment of the National Public Cultural Service System Demonstration Plots improved its ability to supply literature resources.This article further examines the mechanism of establishing the national public cultural service system demonstration plots to improve the ability of public libraries to supply document resources.First,from the perspective of urban location,it is found that the establishment of the National Public Cultural Service System Demonstration Plots has different urban policy effects in different locations,and the impact on cities in the western region is greater than the impact on the eastern and central regions;second,From the perspective of city administrative level,it is found that the creation of the National Public Cultural Service System Demonstration Plots has different effects on urban policies at different administrative levels.The impact on sub-provincial cities is higher than on provincial capital cities,and the impact on provincial capital cities is higher than that on ordinary cities.Third,from the perspective of policy stacking,it is found that the establishment of the National Public Cultural Service System Demonstration Projects has not strengthened the policy effect of the establishment of the National Public Cultural Service System Demonstration Plots on the public library’s document resource supply ability,indicating that the demonstration projects have no policy stacking effect on the creation of the demonstration plots.On this basis,this article proposes to continue to promote the establishment of national public cultural service system demonstration plots,build national public cultural service system demonstration plots according to local conditions,and coordinate the policy effects of national public cultural service system demonstration plots and demonstration projects.
