With the development of domestic economy and the continuous optimization of economic structure under various national control policies,combined with the new laws of the post epidemic era,enterprises in different industries,types,scales and development stages are facing all-round challenges.To achieve an advantageous position in these challenges and competitions,talents are the resources that every enterprise must grasp and use effectively.For small and medium-sized private enterprises,talent resources have typical characteristics such as poor talent attraction,small talent growth space and poor talent retention,ect.Therefore,a set of effective management system is needed to help enterprises achieve efficient talent selection and retention,and the qualification system is the foundation and core of the enterprise talent management system.Enterprise D is a typical small and medium-sized private enterprise with about 200 employees,belonging to the industry for communication and trade industry,with an annual revenue of about 420 million.The company was founded around 2002,and the founder 100%controlled the operation of the enterprise.In recent years,it has gradually begun to expand its business boundaries and set foot in many business fields such as intelligent manufacturing,real estate and BPO,ect.The cross-field operation has brought serious challenges to the enterprise management.Therefore,there is an urgent need to build a set of job rank system based on the job qualification system,to clarify the boundary through organization and job analysis to form standardization,to build a job rank system through classification and grading,to form an objective evaluation of talents through the certification system,and build a talent development echelon through supporting incentive mechanism and training system,so as to effectively solve the problem of talent resource management of D company in the period of enterprise development and transformation.Based on the current situation of the industry and enterprises described above,this thesis records and analyzes in detail the whole process of the establishment of the qualification system of company D,from the sorting of the structure and functions,to the position analysis,to the preparation of qualification standards,to the establishment of supporting certification system,teaching and training system,to the safeguard measures in the implementation process,and the optimization and adjustment after the implementation.Especially for diversified enterprises,in the case of many positions and low degree of standardization,this thesis puts forward some effective solutions to promote the rapid implementation and effective implementation of the job qualification system,improve the efficiency of enterprise human resource management and help the enterprise develop healthily in the long term.
