Scientific research projects have positive effects on the development of scientific research works. The management of scientific research projects has been paid more attention with the continuous development of scientific research projects.Although scholars have continued to study the paper outputs of projects, less research has paid attention to the degree of correlation between projects and papers in terms of content. At the same time,a single network structure is not suitable for describing various relationships, and a multi-layer network can accurately describe various types of relationships. The coupling model of two complex networks have been paid much attention, while little quantification research on the coupling mechanism has been mentioned. Therefore,it has practical significance to study the algorithm of quantifying the coupling relationship of two-layer networks, which is helpful to quantify the strong or weak coupling relationship. And it is applied to projects and papers to explore the degree of correlation between them in the research content, which is helpful for the follow-up development of scientific research projects. In this paper,a two-layer coupling network model is constructed, which includes the project cooperation network and the paper similar network. An algorithm is proposed to quantify the coupling relationship of the two-layer network and the degree of correlation between projects and papers in the research content is analyzed.Firstly, the two-layer project-paper coupling network model is constructed based on the attribution relationship between project participants and papers.Based on the data of key projects of the Management Science Department of the National Natural Science Foundation of China and the data of papers published by the corresponding project participants(NSFCD),the topological characteristics of the two-layer network are statistically analyzed. Then, the two-layer network is divided into communities. All project participants in a project in the project network belong to one community, and the communities in the paper similar network are defined as research topics.Next,an algorithm to quantify the strength of the coupling relationship of the two-layer network is proposed.Specifically, the two-layer project-paper network is transformed to a weighed bipartite network with projects and topics as two parts, and two methods are proposed to calculate the weights of edges in bipartite network. One is from the perspective of structure, the edge weights are defined by the ratio of the square of the number of edges between project communities and topic communities in the two-layer network to the product of the number of edges within project communities and topic communities;the other is from the perspective of text, the edge weights are defined by the ratio of the overlapping subject words of projects and topics. The coupling degree of two-layer project-paper network is measured by the edge weights. The coupling relationship of the two-layer network is effectively quantified using the NSFCD dataset for specific calculations. Finally, the matching degree between projects and papers in the research content is calculated using the textual approach that quantifies coupling relationships. In the future, researchers should further focus their research results on the project content, improve the matching degree of their topics, and then improve the degree of completion of projects. There are two main innovations in this paper: one is to propose a two-layer project-paper coupling network model, which builds the relationship between projects and papers from the perspective of network structure;the other is to propose an algorithm to quantify the coupling relationship of the two-layer network, which provides ideas and methods for numerically quantifying the strength of the coupling relationship, rather than just measuring it with strength or weakness. At the same time, this paper analyzes the matching degree between the research content of projects and papers, reveals the completion of the project, and provides help for the management of the project.
