With the rapid development of China’s rural e-commerce in the information age,rural e-commerce has gradually become an important pillar for local governments to develop rural economy.In order to comprehensively implement the work of rural revitalization,local governments at all levels have also issued relevant policies to promote the development of rural e-commerce.However,the economic development and circulation of agricultural products vary from province to province.In the process of promoting the development of rural e-commerce,local governments should combine the actual situation and take measures according to local conditions to effectively drive the development of rural economy.Although the rural e-commerce in Chengxian County,Longnan City,Gansu Province has become a model for the development of e-commerce in Gansu Province,all the foundations are very weak.Only by relying on the government to promote,increase policy support,strengthen government guidance,and effectively play the role of the government can we promote the rapid development of rural e-commerce.General Secretary Xi once said,"If the nation is to be revitalized,the countryside must be revitalized." The foundation for the great rejuvenation of the Chinese nation is to make the countryside prosperous and strong first.Longnan’s e-business poverty alleviation policies have achieved good results from the introduction to implementation.It has been awarded the honorary titles of "National E-business Poverty Alleviation Model City" and "Provincial E-business Poverty Alleviation Model City" by the Poverty Alleviation Office of The State Council and the Poverty Alleviation Office of Gansu Province,and has become a model for e-business in other backward areas.However,poverty alleviation is not only that,only by constantly enhancing the strength of county economy,expanding the scope of investment and improving the system,improving residents’ income and living standards,and improving government financial revenue,can poverty alleviation and poverty reduction lay a solid foundation for e-commerce in counties.Longnan city has beautiful ecological environment,rich agricultural resources and superior natural environment.Although it has made some progress in poverty alleviation and e-commerce development,it still encounters bottlenecks and setbacks in many aspects.For example,the large gully is deep,the transportation is inconvenient,the average level of education in rural areas is low,the rural logistics points are not perfect,the majority of young and middle-aged people go out to work,and there are few people who can really understand and engage in the e-commerce of agricultural products.All these restrict the development of the e-commerce of agricultural products and the county economy in Longnan city.In this paper,the case analysis method and volume investigation method are combined to analyze and summarize the development situation of e-commerce in Longnan City,distinguish the advantages and disadvantages,and provide certain guidance and suggestions and solutions to the development of e-commerce of agricultural products in Longnan City and other poor areas.
