With the significant progress of China’s information construction,the generation,management and use of electronic records through various information systems have become the work norm of various units and departments.But because electronic records are easy to change and easy to copy and other characteristics,coupled with the need to go through a variety of network environments and information system environments in the process of circulation,it is difficult to achieve comprehensive protection,resulting in its risk of being tampered with,damaged or even lost.The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued a document clearly proposed to ensure the authenticity of electronic records.The authenticity of electronic records has been an important topic of academic research,and how to use various technical and management measures to ensure the authenticity of electronic records needs to be systematically discussed in depth.Based on a comprehensive analysis of electronic record authenticity assurance in terms of objects,links,threat factors and existing solutions,this study puts forward the key issues facing the current electronic record authenticity assurance: large differences in technical capabilities among institutions,long-term maintenance problems of existing technologies and difficulties in full life-cycle assurance.The practice of blockchain technology in financial,medical and governmental industries has proved that it is expected to solve the current problems of electronic record authenticity assurance to a certain extent,but there are also controversies against the application of blockchain technology in academic circles.Therefore,this paper comprehensively composes the principles,key technologies and application platforms of blockchain technology,and analyzes in detail the technical details of four typical cases,including independence,blockchain type,foundation platform,consensus mechanism and on-chain preservation data,of ARCHANGEL project,Trust Chain model project,Sinopec blockchain service platform and Archival data protection and sharing method based on blockchain.And based on the experience of the typical cases analyzes the necessity,feasibility,applicability and limitations of the application of blockchain technology in electronic record authenticity assurance,and the results show that blockchain technology has some commonalities with the existing electronic record authenticity assurance scheme and can solve the problem of electronic record authenticity assurance to a certain extent.This paper constructs a technical framework for authenticity assurance of electronic records based on blockchain technology with authenticity assurance as the goal,electronic records as the object,information system as the environment,and blockchain technology as the tool.In this framework the electronic record authenticity assurance alliance chain is responsible for storing and verifying the metadata of electronic records,which can be divided into five layers: data layer,network layer,consensus layer,service layer and application layer.In this paper,the block structure model,access control methods,security and confidentiality methods,smart contract and business process of the alliance chain are designed in detail.The distributed file system is responsible for storing the content data of electronic records,and this paper designs the process of encrypted upload,storage and download of the content data of electronic records.The framework achieves both full lifecycle assurance of the authenticity of electronic records and comprehensive assurance of the content data and metadata of electronic records.This paper validates and evaluates the technical framework for safeguarding the authenticity of electronic records based on blockchain technology.In this paper,system deployment and simple function testing are carried out for three parts of the framework respectively,using the digital file management system of a domestic archive informatization company as the representative of the electronic document business system;developing the electronic record authenticity assurance alliance chain based on Hyperledger Fabric,verifying the up-chain storage and query function of electronic document metadata;deploying the IPFS-based The distributed file system was deployed based on IPFS,and the function of encrypted storage and download of electronic document content data was verified.The experimental results show the feasibility of using blockchain technology and distributed file system to guarantee the metadata and content data of electronic records,and the application of this framework can provide unified electronic record authenticity guarantee services to solve the problem of large differences in technical capabilities between institutions;it can provide long-term available authenticity guarantee,and to a certain extent make up for the long-term maintenance problems of existing technologies;it can realize unified tracking management and solve the difficult problem of guaranteeing the whole life cycle of electronic records;it can break the barriers between institutions and realize the sharing of electronic record authenticity;to a certain extent,it overcomes the limitations of current blockchain technology.
