In the management of refining and chemical enterprises,in order to maintain the stability of production equipment and units,enterprises usually purchase a certain amount of spare parts to deal with sudden failures.However,many enterprises fail to pay enough attention to the procurement of spare parts,resulting in many problems such as inventory backlog and untimely procurement.The media in the refining and chemical industry are flammable and explosive,and spare parts are often stored in excess.However,excessive storage leads to waste of resources and increased operating costs.Modern procurement management seeks to continuously improve the scientificity of the procurement process by formulating more accurate procurement plans and using advanced supplier management ideas under the condition of meeting procurement needs,while balancing the relationship between demand,cost and procurement cycle to achieve Total procurement costs are minimized.Taking the common spare parts of refining and chemical enterprises as the research object,considering the characteristics of spare parts from the perspective of value characteristics,risk characteristics and flow characteristics of spare parts,the reasonable classification of spare parts is realized by building a two-level index factor analysis model combined with Kraljic analysis matrix.The law has obvious advantages.Qualitative and quantitative methods are used to analyze the multi-characteristics of spare parts.According to the classification results of spare parts,a corresponding demand forecast model is proposed.For strategic spare parts,a demand forecast model based on the improved Croston method is proposed.Based on the demand forecasting model of Bayesian statistical method,a demand forecasting model based on single exponential smoothing method is proposed for continuous leverage and continuous bottleneck spare parts,and a demand forecasting model based on weighted moving average method is proposed for general spare parts.Through analysis,the demand forecasting model has achieved good results,providing strong theoretical support for the formulation of procurement plans.Based on the new spare parts classification model,this paper puts forward suggestions for improving the management methods of 6 types of spare parts from the perspectives of spare parts characteristics,procurement methods,procurement strategies and supplier relationship management,and provides an optimization direction for improving enterprise procurement efficiency and reducing procurement costs.By designing a supplier access management scheme,it provides a new idea for enterprises to screen high-quality suppliers.Establish a quantitative evaluation mechanism to achieve supplier standardization and standardized management.The implementation plan of localization of overseas suppliers is proposed to solve the problems of high procurement cost and long procurement cycle of some spare parts.
