| In recent years,China’s communication system has developed rapidly and greatly changed the way people live:mobile payment,online shopping,takeaway,bike-sharing and live streaming have blossomed everywhere.The direct and indirect contribution of all kinds of communication services to China’s economic development is rapidly increasing,and has played an essential role in China’s national economy.Moreover,China is an earthquake-prone country,50%of the land area is located in the earthquake protection zone of 7 degrees or above.It can be seen from the experience of earthquake damage in the past 20 years that all the major earthquakes have caused the damage of a large number of facilities and equipment in the communication network,resulting in large area of communication interruption and huge direct and indirect economic losses.Therefore,with the increasingly important position of communication system in the development of national economy,it is more and more urgent to accurately evaluate,predict and manage the consequences of earthquake disasters.Seismic resilience assessment is an effective means to achieve scientific prediction,intervention and management of seismic consequences of communication systems.However,due to the rapid construction of the communication system,the research on earthquake disaster assessment and management is relatively lagging behind,and is basically in a blank state.In this paper,the method framework of seismic resilience evaluation of communication system is established,and the specific methods and measures of each link in the process of seismic resilience assessment are given.The main work of this paper is as follows:1.In this paper,the actual seismic damage of communication system after the Yangbi M_S 6.4 earthquake in Yunnan on May 21,2021 is investigated,and the seismic damage characteristics of communication system are summarized.The disaster data and restoration data for post-earthquake repairs of the communication system after 23earthquakes that have occurred in mainland China since 2008 are sorted out and counted,and the factors that have the greatest impact on the post earthquake function reduction and post earthquake restoration time of the communication system are analyzed,as well as the value and statistical characteristics of the time and personnel required to repair a single base station according to the actual situation in China,It provides the data basis for the rapid evaluation of the post earthquake function and recovery time of the communication system.2.According to the network topology rules of communication system,the graph theory modeling method is given;The post earthquake function of each basic unit in the system is determined based on the seismic fragility of each basic element of the communication system;Combined with Warhall algorithm and Monte Carlo,the post earthquake connectivity of mobile communication network is analyzed,and then the post earthquake function evaluation method of communication system is given.3.Referring to the repair and recovery strategies and methods of the actual post earthquake communication system,the simulation method of the post earthquake restoration process of the communication system is studied and given,and the corresponding simulation program is compiled;Based on the function restoration curve of the communication system obtained by simulation,the two indexes of the function decline amplitude and restoration time after the earthquake are selected,and the influence of three earthquake levels of frequent,fortification and rare earthquakes is considered,the seismic resilience evaluation method of the communication system is established,and the resilience evaluation results are given with an example. |
