Research On Risk Management Of Outs Ourcing Asset Anagement System Of State-owned Enterprises

With the development of information technology,the development of enterprises is becoming increasingly refined.In order to improve the efficiency of production and operation,some state-owned enterprises have started outsourcing business.On the one hand,it can reduce the resource consumption caused by building teams;on the other hand,it can ensure the effectiveness of business operation through professional management of professional organizations.However,due to the characteristics of the outsourcing model itself and the particularity of state-owned enterprises,there are some outstanding problems that need to be further improved in the process of business outsourcing,such as technical risks,financial risks,operational risks,data risks and legal risks.Taking State-Owned Enterprise A as an example,this paper systematically explores the outsourcing risks of its asset management system by literature review,problem investigation and data analysis.Firstly,it expounds the background,purpose,significance and method of this research,discusses the basic concepts of software outsourcing project and risk management,and expounds the principal-agent theory and information asymmetry theory related to this paper.Secondly,it analyzes the present situation,existing problems and specific risk identification of the asset management system of State-Owned Enterprise A,including:the building of outsourcing construction project teams,the selection of outsourcing construction suppliers of the asset management system,etc.,and identifies the main risks taking into account relevant investigation and literature;expounds the main problems existing at this stage,including:lack of perfect mechanism of the software outsourcing process,managers’ hasty decision-making for projects,excessively frequent changes of internal requirements,and ineffective control of project schedules;analyzes the main influence degree of each risk by factor analysis.Finally,according to the problems,it constructs the countermeasures of outsourcing risk management of the asset management system of State-Owned Enterprise A,including the risk control process,methods,organizations and specific measures.On the one hand,the research of this paper can provide feasible experience for risk control of software outsourcing in state-owned enterprises;on the other hand,it can provide feasible experience for further management of software outsourcing in State-Owned Enterprise A.
