In recent years,the state has proposed financing methods such as patent pledge financing and intellectual property securitization to solve the fund problem of enterprises.To achieve the layout of patents,enterprises need to evaluate the value of patents comprehensively and accurately.Existing studies have shown that for patent evaluation problems,economics evaluation methods are less accurate,comprehensive evaluation methods are mixed with human subjective factors,and intelligent evaluation methods are unable to evaluate non-quantitative indicators of patents.Therefore,more accurate and comprehensive evaluation methods are urgently needed for enterprises.Focused on the problems above,a new patent evaluation idea based on the current patent evaluation methods is proposed in this thesis.Specifically,a patent value index system from the three dimensions of technology,law and economy is constructed.This system subdivides the evaluation indicators into objective indicators and subjective indicators.Then,the index is evaluated by combining the advantages of the objective evaluation methods and subjective evaluation methods.Finally,a method of obtaining market volatility coefficient is constructed and applied to patent evaluation with the consideration of the influence of changes in market environment on patent value.This approach can not only improve the objectivity and comprehensiveness of patent evaluation,but also improve the evaluation efficiency and make the final patent evaluation result more accurate and effective.According to the aforementioned evaluation idea,a set of patent evaluation system is designed and implemented in this thesis.After testing,this system is more comprehensive and effective in patent evaluation than traditional methods.This system has a short response time,and it can allow more users for evaluation at the same time.This system can not only save the evaluation waiting time of enterprise users,but also the evaluation results can serve as good reference for the patent layout of enterprises in the future.The main contributions of this thesis are as follows:1.A set of comprehensive patent value index system is established.It divides the evaluation index into objective index and subjective index,including both quantifiable and unquantifiable factors of patent value.This system is favorable for the research of patent value index.2.A method for obtaining market volatility coefficient is proposed.It subdivides the impact of market changes on patent value into three dimensions:industry,technology and economy,and obtains the volatility coefficient of three dimensions by using different methods respectively.Finally,the value of market volatility coefficient is obtained through combination,which provides a new idea for obtaining market volatility coefficient.3.An integrated evaluation method combining the advantages of subjective evaluation and objective evaluation is explored.Meanwhile,the market volatility coefficient is employed to evaluate the patents under the current market condition,which improves the accuracy of the evaluation,makes up for the shortcomings of the patent evaluation theory,and makes the patent evaluation more comprehensive and fairer.4.A patent evaluation system is designed and implemented based on the proposed method.On the one hand,through this patent evaluation system,enterprises can significantly improve the evaluation efficiency and obtain more accurate and comprehensive evaluation results.On the other hand,this system can help enterprises save the cost of hiring experts and provide scientific and technical services to enterprise users more effectively.
