Social development and technological progress continue to affect the cultural and information lives of residents, which puts forward higher requirements for the service capacity of urban community libraries. The level of user demand has been continuously improved, while the single function and lack of innovation have led to the loss of the role of urban community libraries. Therefore,it is urgent to optimize the functional settings of urban community libraries.Urban community libraries need to shoulder their social responsibilities and realize their greater social value.Based on the innovative practice of urban community libraries, combined with the development demands of China’s public cultural service system. This thesis takes the identification of functional needs of urban community libraries as the research topic, and studies the user functional needs of urban community libraries. This thesis uses literature analysis and user interviews to investigate the functional requirements of urban community libraries. On this basis, through expert consultation, the initial functional requirements projects are screened and modified to determine the initial requirements projects and their classification.Through empirical research, this paper deeply explores the current public’s cultural information needs, uses Kano analysis method and Better-Worse coefficient analysis method to determine the demand classification of the functions of urban community libraries, and puts forward the demand hierarchy of the functions of urban community libraries. On this basis, this thesis puts forward countermeasures and suggestions on the function optimization of urban community libraries from five aspects: "community learning center, community cultural communication, community information service, book loaning service, and care of vulnerable groups".Through this study, the following conclusions are drawn: Urban community libraries should promote civil lifelong education and attach importance to children’s education;Building cultural communities and actively initiating cultural activities;Actively disseminate information for the convenience of the people, promote employment and protect the people’s livelihood;Improve the convenience of borrowing and building personalized collections;Protect vulnerable groups and protect their library rights. This study can provide some reference for the specific practice of optimizing the functions of urban community libraries, provide plans for the construction planning of urban community libraries in China in the future, and promote the function of urban community libraries as grassroots public cultural facilities and basic nodes of public cultural services. In addition, this paper introduces the Kano model of hierarchical analysis of user needs into the study of the functions of community libraries, which will help to promote the further study of the functional requirements of community libraries.
