| The core of smart city construction lies in making full use of communication,the Internet of Things,cloud computing,and spatial geography technologies to achieve the accuracy,efficiency,and visualization of data interaction among various management systems in the city,thereby realizing the digital and intelligent operation of the entire city.In recent years,the construction of smart cities in China has accelerated,and telecommunications operators have gradually become an important role in the construction of smart cities relying on the natural advantages of communication network resources.However,the long cycle,wide scope,and high complexity of smart city projects,coupled with the lack of risk management professionals and management capabilities in the field of smart cities,pose challenges for telecommunications operators to identify and manage the entire process of smart city project risks.This paper summarizes the theory of project risk management of telecom operators’ smart cities and related literature.Analyze the current situation of telecom operators’ smart city projects,analyze the current project construction mode and the problems in project risk management,through literature research and brainstorming,and according to the life cycle theory of smart city construction projects,comprehensively identify risk factors and output a preliminary list of risk factors in the smart city project according to the three stages of investment planning period,construction implementation period,and operation and maintenance period,At the same time,the expert scoring method is used to score the degree of harm caused by risk factors,and low risk factors are screened out based on the scoring statistical results,and the final list is output.Build a project risk assessment model,use expert scoring method,determine the weight of risk factors at a hierarchical level,output risk assessment results,and propose targeted risk response and control measures.This article constructs an Analytic Hierarchy Process model to ultimately output the evaluation results of twelve key risk factors,and clarifies that policy stability risk during the investment planning period is the primary risk for telecom operators’ smart city projects.At the same time,it clarifies that policy stability risk,cost risk,progress and quality risk are easily affected by project environmental factors,and risk control and process monitoring should be strengthened on the basis of risk response measures.To provide a reference basis for improving the level of project risk management of telecom operators’ smart cities. |
