The Construction And Application Of Information Literacy Evaluation Index System Of Grassroots Information Staff In The Digital Era

With the increasing development of globalization and digitalization,to consummate service-oriented government is in a new age,which brings higher requirements and new chanllenges to information work of the government.How to give reference accurately and in time is closely related to work attitude,writing ability,the comprehensive quality of grassroots information officers,all this asking for comprehensive requirements of information literacy.However,this is little evaluation research about information literacy of grassroots information officers,in order to guide and to improve their information literacy,it is imprtant to build information literacy evaluation standard system for them.Taking grassroots information officer as research object,and combing their actual work,this article analyses different evaluation standard systems both at home and abroad,and builds initial evaluation index of information literacy,optimizes the evaluation index through Delphi method,determines weight of each evaluation index by analytic hierarchy process.On the basis of information literacy evaluation index system of grassroots information officers,taking grass-roots information staff in Y City,J Province as an example,after giving out questionnaire and taking analysis of survey results,this article gives advice of how to improve information literacy of grassroots information officers.The main research results:(1)Construct the Evaluation Index System of information literacy for grassroots information officers,which consists of 4 first-level indicators,17 second-level indicators and 52 third-level indicators,and determine weight of each evaluation index.(2)Design questionnaires for the empirical research of grass-roots information staff in Y City,J Province.Figure out current situation of information literacy of grassroots information staff through descriptive statistical analysis of the questionnaire data and significant differences in first-level indicators and second-level indicators of different grassroots information officers.(2)Explain current information literacy of grassroots information officers through information literacy theory,information foraging theory and data life cycle theory and put forward reasonable suggestions and countermeasures to improve their information literacy at both the unit leveland the personal level.
