Research On The Comprehensive Quality Evaluation Standard Of Journals In Henan Province

In 2011,two documents issued by the former General Administration of Press and Publication,<The Comprehensive Evaluation Method for the Publishing Quality of Newspapers and Periodicals(Trial Implementation)> and <The Notice on the Issue of the Comprehensive Evaluation Index System for the Publishing Quality of National Newspapers and Periodicals(Trial Implementation)>,provided important guidance for the periodical management and comprehensive quality evaluation work in China,and also served as the news and publishing management departments at various provincial levels.The reference and basis for comprehensive quality evaluation of periodicals in our province and city have formed a relatively complete evaluation system.China’s periodical industry has to face all kinds of opportunities and challenges brought about by the Internet era in the process of continuous reform.Due to the rise and popularization of Internet and mobile media,the growth rate of paper periodicals in China reached its peak in 2012,and then began to slow down.As a result,China’s periodical publishing and distribution forms become more and more abundant,major periodical publishing units have begun to establish their own official websites and "two micro-one end",speed up the process of their integration with the new Internet media,innovate publishing forms and expand distribution channels.However,in this process,various problems in the periodical industry of our country have also been exposed.The development gap between the periodical industry of different provinces and a certain type of periodicals of the same province is obvious.The quality of some periodicals has declined: false information,false advertisements,vulgar content,and the quality of editing and proofreading has not been effectively improved.Under this background,Henan’s periodical industry naturally can’t stand out and actively join in the tide of system and mechanism reform and the Internet era.While sharing the tremendous achievements of the reform of system and mechanism and the opportunities of the Internet era,Henan’s periodical industry also has various problems,such as the creation of brand periodicals and the degree of marketization of periodicals,which are in a relatively backward position compared with other provinces in China for a long time.This paper takes the comprehensive quality evaluation system of periodicals in Henan Province as the research object.In order to promote the development of periodical publishing in Henan Province,Henan Bureau of Press,Publication,Radio and Television will regularly carry out comprehensive quality inspection and evaluation activities of periodicals throughout the province.In each evaluation activity,the Provincial Bureau will actively discuss the problems,improvement measures and development direction of periodicals in each evaluation phase according to the guiding ideology of the Party Central Committee,and at the same time,the root of the evaluation activities is as follows: According to the results of the evaluation activities,the "first-level periodicals" and "second-level periodicals" are selected,and then the "twenty best periodicals" of the province are selected in the list of "first-level periodicals" of the province as a recognition and encouragement to the outstanding periodical publishing units.Through field visits of Henan Press,Publication,Radio and Television Bureau,relevant information is obtained.The comprehensive quality inspection activities of the ninth Social Sciences Journal in 2015 and the fourth natural sciences journal and the comprehensive quality inspection activities of the tenth Social Sciences Journal in 2017 are focused on.Moving and the Fifth Natural Science Journal Comprehensive Quality Inspection Activity.This paper analyses and studies the changes of scores and rankings of different types of periodicals in the two comprehensive quality inspection activities,and puts forward some ideas for the improvement of the current comprehensive quality evaluation system of periodicals in Henan Province,with a view to contributing to the further development of the periodical publishing management and the sustainable development of the periodical industry in Henan Province.
