Status Quo And Improvement Strategies Of Digital Literacy Of Urban And Rural Residents In The Context Of Digital Enabling

As digital technology deepens into residents’ lives,it also endows humans with skills to participate in daily life.Citizens have a certain level of digital literacy and skills,which becomes a necessity for them to participate in daily life and learning.The penetration rate of the internet in China is high,but the digital literacy of residents is still low.In 2021,the Central Commission for Cybersecurity and Information Technology issued the "Action Plan for Improving Digital Literacy and Skills for the Whole People",which will also elevate the digital literacy of residents to the policy level.This paper takes Mouzi Town,Leshan City as the research object,uses the questionnaire survey method and the EU digital literacy framework as the evaluation system,constructs a digital literacy indicator system from five dimensions of information domain,communication domain,content creation domain,security domain,and problem solving domain,and uses the Likert scale to score.The questionnaire is divided into two rounds of distribution.The first round of data collection reflects the problems of digital literacy among urban and rural residents,such as a lack of digital knowledge,weak awareness of participating in the digital society,low level of use of digital media,and weak awareness of network participation security.The reasons for the phenomenon are due to the reasons of urban and rural residents themselves,the lack of digital literacy education for urban and rural residents,and the impact of the social environment.Through three months of digital literacy education for local residents,questionnaires were collected again,and based on the experimental results,it was proposed to create an environment for improving the digital literacy of urban and rural residents through multiple subject linkage;Establish a digital literacy training system for urban and rural residents;Three measures are taken to enhance the ability of urban and rural residents to participate in the digital society,in order to enhance their digital literacy.
