| With the rapid development of digital economy,digital transformation has become a general trend of economic development.All walks of life are accelerating digital transformation.By 2021,our digital economy development will account for 39.8% of GDP,and the digital economy will play a more solid role in the national economy.In 2021,the "Data Security Law" was officially adopted by the Standing Committee of the National People’s Congress and issued and implemented.Data security has been promoted to the height of national security.Data security has become an important task to ensure national security and promote social and economic development in the new era.High-tech enterprises,as technology-intensive,capital-intensive and highly aggregated data and information enterprises,are the key fields of data classification and classification protection,as well as the important content of data security and legal compliance construction.Therefore,to strengthen the classified and hierarchical data protection management of high-tech enterprises,in order to build a systematic management framework for the hierarchical data protection of high-tech enterprises,is an important subject to be solved urgently to implement the national data security management strategy.It is of great significance to promote technological innovation and intellectual property protection and enhance the core competitiveness of high-tech enterprises.Therefore,this paper takes digital transformation as the research background to study the hierarchical protection of high-tech enterprise data.Firstly,the relevant concepts,management systems and measures of hierarchical data protection are summarized.Based on the situation of the number,revenue,R&D expenses and patent number of high-tech enterprises,it is pointed out that high-tech enterprises have become an important role in digital transformation and technological innovation,and more attention should be paid.Secondly,through the analysis of the legal system,data sources and data leakage of hierarchical protection of high-tech enterprise data,it is found that high-tech enterprises are facing serious data leakage situation,increasing pressure of data security management and other problems.It is pointed out that whether from the needs of protecting enterprise data from being stolen or from the requirements of complying with national regulations and systems,It is urgent to strengthen the hierarchical data protection of high-tech enterprises.Thirdly,it puts forward the hierarchical protection management framework,taking data security law and other legal systems as the principle,guided by the requirements of data security management system,combined with the operation characteristics of high-tech enterprises,from the system level,technical level,personnel level and legal level to discuss the four levels,in order to improve the hierarchical protection management system of high-tech enterprises.Then,the data hierarchical protection method of high-tech enterprises is studied.Through the decomposition of the connotation definition of the three elements of information security,namely confidentiality,integrity and availability,it is divided into three first-level indicators and nine second-level indicators,so as to construct the evaluation index system and method of data classification and hierarchical protection management.The data were collected by expert scoring method,and the index weight was calculated by AHP.Finally,the data hierarchical protection management framework system and method studied in this paper are applied to the sample enterprise,the sample enterprise data is classified and the data classification and grading protection optimization scheme is given,and the effectiveness of the data classification and grading protection method is verified. |
