Construction Of A Quality Standard System Framework For Government Information Disclosure In Major Emergencie

In recent years,major emergencies have occurred occasionally in our country.These emergencies,due to their urgency and uncertainty,pose significant challenges to the government’s emergency management capabilities and social governance capabilities.China has attached great importance to the handling and response of major emergencies,and in 2007,the country promulgated the "Emergency Response Law of the People’s Republic of China," the "Regulations on the Disclosure of Government Information of the People’s Republic of China," and established the National Early Warning Information Release Center in 2015.As an essential aspect of government governance activities,the system for disclosing government information related to major emergencies has been continuously improved.However,there is still a noticeable lack of a standard system for the quality of government information disclosure in major emergencies.The "14th Five-Year" emergency management standardization development plan clearly states that it is necessary to improve and optimize the emergency management standard system.Therefore,it is particularly important to construct a systematic framework for the quality standard system of government information disclosure in major emergencies,standardize and promote the application of the quality of government information disclosure in major emergencies through standardized means.This study first takes the development of government information disclosure and the related achievements of government information standardization as the research background,finding that there is no systematic standard system in the existing standards related to government information disclosure in major emergencies,thus proposing the significance of the study.Secondly,it introduces the basic concepts(major emergencies,government information disclosure,government information disclosure quality,standards,and standard systems)and related theories(standardization theory,new public service theory,Kano model)supporting this study and sorts out and compares the research achievements of domestic government information disclosure and government information standardization,providing sufficient evidence support for subsequent research.Third,it uses content analysis to analyze the problems and progress of existing relevant standards by obtaining standard data from official websites such as the National Digital Culture Network,the Standard Public System,and related documents.Fourth,based on the construction objectives and principles,it follows the classification basis provided by the related theories for this study,refers to the architecture of completed standard systems such as GB/T 24421 "Guidelines for Standardization Work of Service Industry Organizations" and elaborates on the establishment basis of primary and secondary standards.It designs a framework for the quality standard system of government information disclosure in major emergencies and discusses the subsystems.Fifth,it puts forward suggestions for accelerating the development of key and urgently needed standards,increasing the promotion and implementation of standards,and carrying out personnel professional quality training,and proposes development countermeasures for the standardization work of the quality standard system of government information disclosure in major emergencies.Finally,in the conclusion and prospect section,it summarizes the practical significance of this study for the development of government information disclosure in major emergencies and the current shortcomings of the research and puts forward prospects for future research.
