In the era of big data,open government data is being widely used worldwide as a public policy to meet the needs of the times.2021,the Fourteenth Five-Year Plan for National Economic and Social Development and the Outline of Vision 2035 clearly proposes to establish a sound national public data resource system,ensure national public data security,and promote the cross-sectoral,cross-level,and cross-regional data reality pooling and in-depth utilization.The shift from open government information to open government data is not only a response to the challenge of exploding data volumes,but also a transformation from a basic service to a developmental service.However,the lack of concepts,technologies,and systems for identifying the needs of open government data has led to the lack of effectiveness,lag,and deviation in the supply of open data services,making users not widely involved in open government data in the end.By the end of April 2020,130 provincial,sub-provincial and prefectural governments in China had gone online with open data platforms,and innovative government open data utilization competitions held in Shanghai,Shandong,Beijing and Guiyang continue to attract attention,but releasing data energy and creating public value still depends on research users taking the lead in researching and using open government data,and how to combine the initiative of research users with the government’s open How to combine the initiative of research users with the urgency of using government open data is a problem that must be faced to achieve better and faster use of government open data.Firstly,this paper starts from the stakeholders of government open data,among which the more proactive research users are selected as the research subjects.Following the research steps of rooting theory,semi-structured interviews were conducted with research users,and the influencing factors affecting research users’ utilization were extracted based on the cognitive perspective.Through open coding,spindle coding and selective coding,and after confirmation by saturation test,a model of influencing factors of government open data utilization was established from the cognitive perspective of research users,obtaining data capability,data readiness,the research tasks and research scenarios,which belonged to a causal relationship with government open data utilization.Secondly,the DEMATEL system factor method was used,supplemented by MATLAB software to calculate and rank the influence degree,influenced degree,centrality degree and cause degree,to identify and analyze the key factors of the 12 influencing factors,and finally obtained that data retrieval and analysis ability was the most important cause factor,data access was the most important result factor,and the highest centrality degree was industrial technology upgrading,followed by resource input and policies and regulations.At the same time,competition-driven and open-mindedness as driving factors should also be focused on.Finally,around the key influencing factors,we put forward suggestions for government open data utilization,starting from three dimensions of scientific research users,resource system construction and data utilization ecosystem,and propose to give full play to the data utilization ability of scientific research users,build a modern government open data resource system and create a sustainable government open data utilization ecosystem,in order to improve various aspects of government open data utilization and enhance the purpose is to improve all aspects of open government data utilization and enhance the efficiency of open government data utilization.
