Research On The Public Cultural Service Of Public Librariesin Henan Province

The Outline of the National Cultural Development Plan for the Eleventh Five-Year Plan period proposes that public cultural services are an important part of cultural construction,and public libraries are an important part of public cultural services.Under the background of the new era,the way and content of public libraries to provide public cultural services must meet the needs of the broad masses of the people as the direction,take the initiative to open up new service formats,keep up with the tide of the times to carry out public cultural activities,and give play to the new functions of promoting the development of cultural industries.In recent years,the Henan Provincial Government has continuously enriched public cultural supply services,promoted the steady development of the construction of public cultural service venues such as public libraries,continued to carry out mass public cultural activities,and steadily carried out the reform of the corporate governance structure of public libraries at or above the municipal level to improve their operational efficiency and service level.However,the level of public cultural services of provincial and municipal public libraries is uneven,and with the advent of the "14th Five-Year Plan" period,public libraries in Henan Province are facing great challenges while ushering in new development opportunities.This paper is mainly based on the theory of public service,through literature research,website survey and inductive analysis and other methods,aiming at the existing theoretical basis and research experience,in the logical sequence of theoretical exposition-status quo analysis-asking questions-analyzing reasons-solving problems.Conduct research on the public cultural services provided by existing public libraries in the province.First of all,through literature research,to understand the research status of domestic and foreign public libraries to carry out public cultural services,and to sort out the relevant theories.Focusing on the statistics of 2 provincial public libraries and 17 prefecture-level public libraries in Henan Province,and sorting out relevant surveys from the basic situation of public cultural services,development methods,service content,service information acquisition,service branding,etc.As a result,the current situation of the development of public cultural services in public libraries in Henan Province was grasped.This paper analyzes the work experience and practical problems of Henan Provincial Public Library in the process of public cultural service,and summarizes the main problems of backward service concept,imperfect activity mechanism,disconnected service content and demand,and imperfect talent team.The service concept of the provincial public library practitioners has not been completely changed,the government has not given full play to the leading role of public cultural services,the institutional setting is backward,the hardware setting is insufficient,the funding investment is insufficient,and the high-quality talents are lacking.Combining with the relevant theories of public service,it is proposed that in order to achieve high-quality development,Henan public library needs to actively change its service concept,build a perfect demand feedback mechanism,dig deep into the connotation of characteristic culture,innovate the form of cultural activities,and improve the talent structure.It is expected to be helpful to the sustainable development of the public library in Henan Province.
