In line with the new development pattern,the CPC Central Committee has decided to accelerate the transformation and upgrading of traditional industries into digital,networked and intelligent industries through innovation,which provides clear guidance for the digitalization transformation in various fields.In the new stage of digitalization,digitalization technology will also promote the innovative development in the field of information resource management.Information resources are the key factors of production in the age of digital intelligence,as well as basic and strategic resources.Information resources have gradually become the core assets of the society,and the ability to exploit and utilize information resources has increasingly become an important part of the national core competitiveness.At present,there is an important development period in the field of information resources management,and it is an important way to implement the scientific concept of development and build a new advantage of economic development to promote the development of information resources in the environment of innovation and the development of information resources.In view of this,based on the background of the current digital-intelligence era,this paper takes the innovation of information resource development mode under digital-intelligence environment as the theme,through clarifying the concepts of information resource development and digital-intelligence environment,analyzes the impact of digital-intelligence environment on information resource development,and combines the evolution process and key issues of Chinese information resource development practice under digital-intelligence environment.The requirements,elements and processes of information resource development under the log-intelligence environment of system theory are analyzed.Based on the discussion and analysis above,the development mode of information resources in the digital intelligence environment is constructed.The components of the innovation mode are expounded from three aspects: the subject,object and platform of information resource development,and the operation mechanism of the innovation mode is expounded from five dimensions: target positioning,data level,intelligence level and digital intelligence enabling.Finally,the paper puts forward the development strategies of Chinese information resources under the digital-intelligence environment,namely,the development of high-dimensional spatio-temporal intelligent data resources,the formation of multiple digital-intelligence resources development system,the establishment of multi-dimensional development cooperative mechanism and the construction of digital-intelligence enabling information service system.
