With the rapid development of the digital economy,data has become the basic means of production.The large-scale and high-frequency flow of data between international countries has become an important force to promote international economic development,and the cross-border flow of data has become a new focus of international exchanges and cooperation.GATT and GATS under the WTO system regulate and balance cross-border data flow to a certain extent,but they cannot meet the complex and changeable problems arising from countries in the process of cross-border data flow.Countries around the world have signed sharing agreements on cross-border data flow according to their national conditions and their own development conditions to protect their national interests.Based on digital technology advantage and the expansion of economic globalization,the global free flow of data,actively seek in the organization for economic cooperation and development(OECD),the group of 20(G20)and the asia-pacific ecc(APEC)play a leading role in the international discussion,also through the international data cross-border rules.The EU has always adhered to a high standard of data protection policy,requiring other countries to allow cross-border transmission of personal data across borders only if they provide the same level of protection as the EU.Compared with the relatively perfect cross-border data flow system in the United States,the EU and other countries,China is still actively formulating and improving cross-border data flow plans.China has issued a number of cross-border data related laws and regulations,and actively carried out international cross-border data exchanges and cooperation with other countries,hoping to jointly build a peaceful and secure cyberspace and contribute China’s strength to the global co-governance data security.This paper starts from the cross-border data flow sharing agreement,first from the three countries of the collected official website of China,the United States,the eu cross-border data flow sharing agreement text,reuse Nvivo quality analysis software,using data sovereignty theory to build analysis framework,from the data protection,data development and data management analysis between the us and between China and Europe,through comparative analysis,combined with the cross-border data flow sharing agreement,targeted view for the disadvantages in China,provide constructive Suggestions for cross-border data sharing in China.
