Research On Construction Of Patent Information Service Quality Evaluation System Of University Library

At present,China is committed to building a strong intellectual property country,thoroughly implementing the strategy of a strong intellectual property country,and patent information service is an important link to deepen the reform of intellectual property field and accelerate the construction of a strong intellectual property country.With the increasing emphasis on patent information,the government,universities and scientific research institutions have an increasing demand for patent information services.As the birthplace of scientific research and innovation,universities have unique patent information resources.In order to give full play to their important role in the whole chain of intellectual property creation,application,protection,management and service,Many colleges and universities have adapted to the situation to provide users with patent information services,but at the same time,users’ demands for patent information services in colleges and universities are increasingly diversified and personalized.In order to meet users’ demands for patent information services,colleges and universities have taken improving the quality of patent information services,constantly improving innovation ability and efficiency,and improving the ability of colleges and universities to serve economic and social development as their goals.The core of patent information service of university library to meet the needs of users is the improvement of service quality.While patent information service has been widely valued by university library,there is a lack of evaluation system for patent information service quality of university library.Therefore,on the basis of investigation and analysis of the status quo of patent information service of university libraries,this paper constructs an evaluation system of patent information service quality of university libraries by using the grounded theory,and selects the sample universities for empirical research.This paper systematically evaluates the quality of patent information service of university library and puts forward some improvement measures to help improve the quality of patent information service of university library.In this paper,firstly,the factors influencing the quality of patent information services of university libraries are identified by applying the rooting theory;secondly,the evaluation system is adjusted and the index weights are determined according to the Delphi method and the hierarchical analysis method,and an evaluation system for the quality of patent information services of university libraries consisting of 4 primary indicators,10 secondary indicators and 24 tertiary indicators is constructed;The evaluation system constructed was then empirically analyzed to verify the usability of the evaluation system.The research sample university was selected for empirical analysis,and the research results showed that the patent information service of the university library had deficiencies in publicity and promotion,user research,management system,personnel training and open cooperation;finally,improvement strategies were proposed according to the research findings to provide reference for the university library to carry out patent information service.
