| Since the reform and opening up,communication equipment manufacturing industry in China has made use of the advantages of backwardness,through technology introduction,rapid learning and absorption of advanced technology from developed countries,narrowing the technological gap.In order to avoid the formation of technological dependence,get rid of the low-end locking of the technology value chain,and obtain core competitiveness,communication equipment manufacturing industry in China also attaches great importance to independent innovation while introducing technology,and thus achieves the leading position of5 G technology.However,due to the rapid development of communication equipment manufacturing industry in China threatening the United States’ technological leadership,the United States has further strengthened its export control over communication equipment manufacturing industry in China through various means,such as adding large communication equipment manufacturing companies in China such as ’ZTE’ and ’Huawei’ to the ’entity list’,limiting these companies’ access to relevant high-tech and services.Therefore,it is of great practical significance to study the impact of US export control on the technological catch-up performance of communication equipment manufacturing industry in China and what the impact mechanism is.It can not only provide a theoretical basis for the technological catch-up of communication equipment manufacturing industry in China,but also provide a realistic solution for communication equipment manufacturing industry in China to weaken the impact of US export control and accelerate technological catch-up.Based on the above background,on the basis of systematic review of relevant research and literature,this paper first discusses the development of US export control over communication equipment manufacturing industry in China and the technological catch-up process and performance of communication equipment manufacturing industry in China.Then,based on the theory of latecomer advantage and the theory of technological catch-up,the mechanism of the impact of US export control on technological catch-up performance is explained in detail.Specifically,the US export control increases the difficulty of importing high-tech products or services into communication equipment manufacturing industry in China,and increases the cost of technological innovation,so it will have a negative effect on the technological catch-up performance of communication equipment manufacturing industry in China;at the same time,the US export control will also force Chinese communication equipment manufacturers to continuously increase their independent innovation efforts,thereby promoting technological catch-up performance,that is,independent innovation plays an intermediary role in the impact of export control on technological catch-up performance;in addition,in the face of U.S.export control,communication equipment manufacturing enterprises in China can import advanced technology from third countries to make up for the technological shortcomings of Chinese enterprises,so technology import plays a regulatory role in export control and independent innovation;finally,the Chinese government has continuously introduced relevant support policies to encourage enterprises to invest in technological innovation and accelerate the process of technological catch-up.Therefore,government support has played a regulatory role in independent innovation and technological catch-up performance.Based on the analysis of the influence mechanism of American export control on the technological catch-up performance of communication equipment manufacturing industry in China,this paper puts forward six research hypotheses and constructs an econometric model of the influence mechanism of American export control on the technological catch-up performance of communication equipment manufacturing industry in China.Then,the relevant data of the communication equipment manufacturing industry from 1995 to 2020 were collected to measure the relevant variables;finally,the empirical test.The results show that:(1)export control has a significant negative effect on technology catch-up performance;(2)Independent innovation plays a partial mediating role in the relationship between export control and technological catch-up performance.(3)Export control has a positive effect on independent innovation;(4)Independent innovation has a positive effect on technological catch-up performance;(5)Technology import weakens the positive effect of export control on independent innovation;(6)Government support strengthens the positive effect of independent innovation on technological catch-up performance.Based on the research conclusions,this paper puts forward the following three suggestions:(1)Increase government support for the communication equipment manufacturing industry;(2)Strengthen the independent innovation capability of the communication equipment manufacturing industry;(3)Promote the technological innovation of communication equipment manufacturing enterprises.This paper empirically analyzes the impact mechanism of US export control on the technological catch-up performance of communication equipment manufacturing industry in China.On the one hand,it broadens the research scope of the impact of export control on the technological catch-up performance of the communication equipment manufacturing industry in latecomer countries.On the other hand,it also expands the research on the impact of US export control on the technological catch-up performance of Chinese high-tech industries,and provides some experience for Chinese related high-tech industries to accelerate the technological catch-up process and effectively respond to US export control. |
