| Archives are an important document to record the development of human society,which carries all aspects of social activities,contains a huge amount of information value,and is an important information resource.However,with the development of science and technology,most of our existing archives still use traditional paper as the carrier,so in order to fully realize the infinite value contained in the use of archives,we must digitize and digitize archives.Therefore,as a basic work,it is very important to ensure the quality of archival digitization.However,in the actual work,affected by various factors,such as lack of standards,large workload,tedious links,limited internal personnel,etc.,the phenomenon of low data quality and even rework often occurs.Therefore,to reveal the ecological factors affecting the quality of archival digitization,it is necessary to analyze the factors affecting the quality of archival data from various aspects such as the full elements,process,link and all-round aspects of archival digitization project management,and construct the archival data quality management methods from all aspects such as system standards,project management and personnel technology,so as to improve the level of archival digitization and the quality of archival data.Excavate the potential value of archives and enhance the social efficiency of archives service.In this paper,by exploring the quality management of paper archives digitization project,we hope to establish the quality management and evaluation scheme combining with PDCA cycle method,so that the archives digitization project can be under control throughout the whole cycle,and improve the quality of archives digitization project.The project is divided into four stages.The first stage is Plan P.Based on the actual situation of the archives in A city,the design principles and quality management objectives of the quality management scheme are defined.Establish factor maps for archival digitization projects and develop quality work plans based on them.The second stage is the implementation of D(Do)stage,the implementation stage of digital project processing,including carrying out archives identification,pre-digitization processing,building digital environment,image scanning and image processing,image storage and catalog database establishment and other links.The third stage is the C(Check)stage,the later stage of digital work,including data acceptance and evaluation,data connection,data backup three links.The fourth stage is the A(Action)stage,which is mainly to evaluate the implementation effect of PDCA cycle method,sum up experience,and form a replicable standard system.AHP-fuzzy comprehensive evaluation method is used to evaluate the quality management of digital project scientifically,objectively and effectively.In the study,it is found that PDCA cycle method can realize the double management of macro and micro.Macroscopically,policy and strategic management can be carried out;Microscopically,the management of each process can be detailed.Archival digitization is an interlocking process work.PDCA cycle can realize the whole process quality management of big loop set small loop,and realize the continuous improvement and spiraling of quality management,which reflects the dynamic and systematic nature of modern quality management.During the implementation of LC archives digitization project in A City Archives,scientific methods of project management and quality management were applied to accelerate the project completion progress,and the project quality was significantly improved.A scientific and reasonable quality management and evaluation system was established,and a standard system that can be replicated and promoted was formed,providing valuable experience for the implementation of subsequent digitization projects. |
