Currently,China ranks first in terms of the overall output of scientific research achievements,with the quantity and variety of academic journals continuously increasing.However,it faces challenges such as uneven academic quality,lack of innovation,and content homogeneity,which severely restrict the scientific and factual nature of academic research.Some publishing institutions driven by profit motives compromise academic norms and standards by publishing low-quality papers,thereby harming the prosperity and development of the academic journal industry.Therefore,it is an urgent problem to improve the supervision system for the academic quality of journals,optimize the academic ecosystem,and establish a knowledge system with Chinese characteristics.The government has also increasingly emphasized the quality supervision of academic journals.The Publicity Department and the Ministry of Science and Technology have issued multiple documents clearly demanding high-quality development of academic journals and emphasizing that the responsible sponsoring organizations should urge and supervise journal publishers to establish sound quality management systems.Through a review of existing literature,it is found that research on the academic quality supervision system of academic journals is still lacking in the academic community.This paper takes academic quality as its starting point and focus,exploring the connotation and elements of the academic quality supervision system for academic journals,analyzing the real challenges it faces,and proposing future development strategies.The paper argues that the supervision system is an organic whole composed of supervisory entities,objects,and criteria,and plays a crucial role in ensuring academic quality.The supervisory entities consist of the party,government,society,and market.Based on the different entities involved,China’s academic quality supervision system for academic journals can be divided into the party-government supervision system,social supervision system,and market supervision system.Based on the aforementioned foundational principles,this paper provides a comprehensive assessment of the current state of this supervision system and identifies the issues faced by the academic quality supervision system for academic journals in China.The main issues include: ineffective competition mechanisms among market entities in the academic journal market,the absence of a third-party market supervision system leading to a weak market supervision system;the absence of quality supervision departments,lack of efficient multi-agency cooperation,rigid entry and exit mechanisms,and inadequate criteria for journal evaluation,resulting in challenges for the party-government supervision system;weakened responsibilities of social organizations in supervision,limited agenda-setting for media supervision,and a lack of citizen awareness in supervision,leading to limitations in the social supervision system.Considering the current situation and the identified issues,an ideal framework for the supervision system is outlined.Building upon this framework,specific policy recommendations are further proposed,including flexible entry standards and gradual marketization,increased penalties and improved exit mechanisms,balancing the supply of papers and transforming the evaluation system,establishing supervision channels and creating open platforms,strengthening industry self-governance and forming long-term mechanisms,and emphasizing the importance of talent development and increasing financial support.This study has practical implications for the comprehensive and systematic supervision of academic journals in their future development process.It can enhance the academic quality and reputation of academic journals in China,promote academic exchange and the innovative generation of independent knowledge,and drive continuous improvement in academic ethics.Furthermore,it contributes to the construction of a unique academic system and disciplinary system in China,thereby increasing the influence of China’s academic discourse.
