Under the background of the new "Internet+" era,cutting-edge emerging technologies such as big data, artificial intelligence,blockchain,5G and cloud computing energy have quietly penetrated into various links such as enterprise operation management, manufacturing, ecological services and market development.Digital government has entered a period of deepening construction, various cloud application scenarios are still enriching and innovating, and the corresponding government cloud market potential has huge space for mining, which also puts forward higher requirements for the support capabilities of various cloud service providers, and the entire government cloud market has entered a new period of development opportunities. In view of this, this study takes the knowledge niche of cloud service providers as the research object, and uses the Lotka-Volterra model of biological populations as the basis to carry out the research on the coopetition relationship of cloud service providers. The paper focuses on the width and overlap of the knowledge niche of various cloud service providers, and establishes the competition mode of knowledge subjects in the knowledge ecosystem environment of cloud service providers. Then, based on the Lotka-Volterra model, the model construction proposes the calculation index of the knowledge niche of cloud service providers under the Lotka-Volterra model, lists the relevant hypotheses from the combination of qualitative and quantitative, introduces the overlapping parameters of cloud service products, and establishes a Lotka-Volterra coopetition relationship model that is more in line with the actual knowledge niche of cloud service providers, and establishes the equilibrium and stability of the model. Finally, the empirical research applies the actual situation of Tianyi Cloud and Huawei Cloud, the leading cloud service providers in the existing cloud computing market, and the parameters of the Lotka-Volterra model reflecting the competition and cooperation relationship between the two cloud service providers are measured, and the competition and cooperation relationship between the two is analyzed from the obtained competition coefficient value, and the changes in market share and product number in the next five years are calculated through gray prediction. The main conclusions of this paper include:(1)Measurement of cloud service product change can be compared with biological population change, that is,the concurrence of cloud service providers from the perspective of knowledge niche can be analyzed by Lotka-Volterra model.(2)The demand source, environment quantification, knowledge evolution, service update, etc.of the cloud service provider can display and simulate the ecological situation of the knowledge environment in which the cloud service provider is located. The iteration of the cloud service product corresponds to the knowledge evolution, and the knowledge niche relationship is corresponding to the market share of the cloud service provider.(3)It is neither too dependent nor too competitive between cloud service providers.Cloud service providers should maintain the cooperation is greater than the competition relationship, and exert their strengths to evolve to the balance point to ensure the sustainable development of cloud computing market, and achieve the theoretical value of the optimal competition and cooperation strategy when the competition and cooperation coefficient is close to 1/ε.(4)The current head cloud service providers in the market of government cloud,is still mutual knowledge flow and mutual ecological promotion, but compared with the early performance of cooperation and then gradually weakened,is likely to evolve into a competitive state in the late, which indicates that the current cloud computing market has not yet reached saturation, there is still a great room for growth.
