| Since the 18th National Congress of the Communist Party of China(CPC),China has placed innovation at the center of its overall development.Therefore,in order to encourage enterprise innovation,in 2016,China further revised the qualification policy of high-tech enterprises launched in 2008.Under the policy,companies that qualify can enjoy a range of benefits,including a lower income tax rate,to boost profits.Therefore,the high-tech qualification can enable enterprises to enjoy a variety of preferences,in order to obtain this qualification or even after obtaining this qualification to retain the long-term,enterprises will send high-quality accounting information to the outside world,and one of the strategies is that enterprise managers choose high-quality audit;Similarly,accounting firms also consider that enterprises may falsify financial information in order to obtain this qualification.In order to reduce audit risks,they will increase audit input and improve audit quality.Previous researches on high-tech enterprises are based on the influence of high-tech enterprises on innovation level and the quality of accounting information.A dual difference model is used to investigate the effect of qualification recognition of high-tech enterprises on audit quality based on the data of a-share listed companies in Shanghai and Shenzhen from 2007 to 2017.And then based on the regional economic development level,each region can be divided into economic developed regions and underdeveloped regions,empirically the regional economic differences for high-tech enterprise qualification and quality of audit,the influence of the enterprise according to its nature can be divided into state-owned enterprises and non-state-owned enterprises,analyzes the different nature of the enterprise for high-tech enterprise qualification and the influence of audit quality relationship.This paper contains six chapters in total.The first chapter is the introduction,which introduces the research problems and makes the relevant foreshadowing for the following part.The second chapter is a literature review,which mainly reviews the literature related to the accreditation policy of high-tech enterprises and the literature related to audit quality.The third chapter is the theoretical analysis and research hypothesis,which analyzes and expounds the principal-agent theory,signaling theory,insurance theory and modern risk-oriented audit theory,and puts forward the hypothesis of this paper.The fourth chapter is research design,which includes sample selection,model construction,variable description and measurement.The fifth chapter is empirical results and analysis,including descriptive statistics of variables,empirical results,endogenous test,robustness test and further analysis.The sixth chapter is the conclusion and the suggestion.The main conclusions of this paper include:1.The qualification of high-tech enterprises is helpful to improve the audit quality.Theoretical analysis showed that the high and new technology enterprise qualification policy would improve the auditor’s discretion,compared to the high-tech enterprises,the auditor during the audit of high and new technology enterprise,will fully consider the enterprise may be in order to obtain the qualifications to whitewash financial information,therefore,the auditor will increase audit procedures,and improve audit quality.The empirical study finds that the qualification recognition of high-tech enterprises will improve the audit quality,and it also finds that compared with the companies that continuously obtain the qualification of high-tech enterprises,the audit quality of the companies that have suspended the qualification of high-tech enterprises is higher.2.In regions with a relatively high level of economic development,the qualification of high-tech enterprises plays a more obvious role in improving audit quality.Theoretical analysis shows that in economically developed regions,enterprises have more competitive pressure and more potential risks,so auditors will devote more resources to audit,and the level of rule of law in this region is relatively high,which will also play a role in restricting enterprises and auditors.The empirical study shows that compared with the less developed regions,the qualification of high-tech enterprises in the developed regions plays a more significant role in improving audit quality.3.Compared with state-owned enterprises,in non-state-owned enterprises,the qualification of high-tech enterprises plays a more obvious role in improving audit quality.Theoretical analysis shows that compared with the resource advatages of state-owned enterprises,the survival crisis of non-state-owned enterprises is more intense,and the key to their survival and development is to strive for preferential policies to improve the innovation level.Therefore,non-state-owned enterprises have a stronger incentive to pass“good news” to the outside world through high-quality auditing in order to obtain the qualification of high-tech enterprises.Auditors will also increase the investment of resources to reduce the potential audit risks of non-state-owned enterprises,so as to improve the audit quality.The empirical study found that compared with state-owned enterprises,the qualification of high-tech enterprises in non-state-owned enterprises can improve the audit quality more obviously.Further research shows that the auditing firms of high-tech enterprises increased the auditing investment and raised the auditing fees. |
