Present Situation And Countermeasures Of XiangShui County Rural Land Consolidation

Rural land consolidation is an important means to increase the effective arable land,improve the quality of arable land in our country at present,and alleviate the contradiction between land supply and demand,and promote the coordinated development of urban and rural areas,and also significantly improve agricultural production conditions and increase farmland capacity.The relevant research has very important theoretical and practical significance.This study is based on looking back on the relevant literature and national land consolidation policy,takes the practice of XiangShui county in rural land consolidation in 2010’s as the study case,consults and summarizes the current situation of rural land consolidation,main approaches,and achievements,analyzes the main problems existing in the current work and the reasons,and at last proposes optimized countermeasures to promote the rural land consolidation in XiangShui county.The result of this article shows that the current situation of rural land consolidation in XiangShui county mainly reflected in,the present situation and structural characteristics of rural land use are statistically significant,the agricultural and construction land consolidation has great potential.In recent years,XiangShui county carried out the land consolidation measures by executing the balance of cultivated land occupation and compensation,ZJGG,reclamation of industrial and mining wasteland,Provincial investment land consolidation,global land consolidation,based on different kinds of land consolidation projects,gradually improved the project funding subsidy standards,enabled the scale of land consolidation to expand continuously,and achieved statistically significant social,economic and ecological benefits.However,because of the complexity of rural land consolidation planning,and limited access to funding,and insufficient awareness and fund of project post-management,leads to face the impact of the following problems at this stage,including the inadequate scientific land consolidation planning,distress and guarantee of land consolidation funds,and unfulfilled post-management of the land consolidation project.According to theoretical analysis and research results,this paper puts forward the optimization countermeasures in the end,including strengthen the scientific nature of land consolidation planning,achieve multiple integration,and effective articulation;establish and improve the rural land consolidation fund guarantee system,innovation mechanism,expand financing channels,integrate agriculture-related funds,improve investment efficiency and fund management,mobilize the enthusiasm of implementation;and enhance the project post-management,produce the long benefits,establish and improve the management and protection inspection mechanism,increase publicity and training,enhance management awareness and ability,expand the source of project post-management funds,and mobilize the enthusiasm of project post-management.
