In March 2018,the Third Plenary Session of the 19th Central Committee of the Communist Party of China decided to reform the social insurance premium collection system and hand over various social insurance premium to the taxation department for centralized collection.The transfer of responsibility for the collection of social insurance premiums is a major deployment arrangement made by the state for the reform of the social insurance system from the top-level design perspective,and it plays an important role in improving the social insurance system and promoting social equity.The inherent requirement for the transfer of levy responsibilities is to unite various departments and integrate various resources to form a collective force for levying to provide overall services to payers.In the process of transferring collection responsibilities,how to strengthen the organization and system construction,strengthen the coordination and cooperation of various departments,integrate data resources,and optimize system functions are all issues worthy of attention.In order to deeply study the problem of responsibility transfer of social insurance premium collection,this thesis takes F city as the research object,cuts in from the theoretical perspective of the holistic government,based on the development,connotation and characteristics of the holistic government theory,and then put forward suggestions on improving the transfer of social security premium collection responsibilities under the theoretical framework of the holistic government.Research shows that F city through the integration of collection responsibilities,business processes,data resources,and service supply methods,unified social security premium collection department,provides convenient and high-quality services for payers.Preliminary results have been achieved in terms of power and responsibility allocation,collection and management measures,information sharing,resource utilization,and payer satisfaction.However,there are still problems such as insufficient integration of management entities,the efficiency of collection and payment after transfer is not high,insufficient sharing of data resources,and difficulty integrating organizational culture.To a certain extent,it restricts the progress of the transfer work.After in-depth analysis,this thesis sorts out the causes of the above problems,which are mainly imperfect organizational structure,institutional system is not perfect,insufficient information construction,and cross-departmental cultural concept deviation.Combining the governance framework of holistic government theory,improving the transfer of social insurance premium collection responsibilities needs to start from the following four aspects.The first is to strengthen organizational construction by integrating responsibilities and authorities,optimizing the communication and coordination mechanism,and attracting the participation of non-governmental departments.Second,we need to improve system construction,including improve the construction of laws and regulations,accountability and performance evaluation systems,and departmental cooperation mechanisms.Third,we need to optimize information construction,improve information sharing mechanism,optimize information sharing platform,and build a multi-level big data talent team.The fourth is to reshape the concept of organizational culture,establish the concept of payer-oriented needs,strengthen the holistic partnership concept,and build a trust culture of cross-departmental cooperation.Research shows that the transfer of social insurance premium collection responsibilities unifies the social insurance premium collection and payment departments,brings convenient and high-quality services to payers,and has achieved certain transfer results.However,the parties involved in the transfer have not yet formed a mutually reinforcing cooperation model.In the next reform practice,the actual situation of the work of each department should be combined to further increase the reference to the theoretical application of the holistic government in western countries,in order to explore the cooperation path to optimize the transfer of responsibility for the collection of social insurance premiums under the perspective of the holistic government theory,and then form a pattern of coordinated co-governance by all parties.
