The Construction On Customs Service-oriented Of Shenyang

As the frontier position of economy trade in Northeast China,Shenyang Customs Service capacity will not only affect the development of Shenyang,but also affect the whole Northeast China.It is the inevitable requirement for the reform and development of Shenyang Customs to find its own service orientation and build a service management platform system to meet the needs of economic and social development at this stage.Based on the concept and main content of the construction of service-oriented customs and the actual situation of Shenyang Customs,this paper analyzes the background and effect of the construction of service-oriented customs in Shenyang Customs.At present,in order to meet the overall needs of the construction of Shenyang free trade zone and the revitalization of the old industrial base in the northeast,Shenyang Customs has initially established the integrated pattern of customs clearance operations,issued the corresponding integrated reform plan of customs clearance,and actively participated in the system design of Shenyang Economic free Trade Zone,and constantly explored the construction of service-oriented customs with the functional transformation as a breakthrough.The author summarizes the problems existing in the construction of service-oriented customs in Shenyang Customs,such as the weak awareness of customs clearance service,the imperfect system,the need to improve the efficiency of customs clearance,the lag in the construction of Customs personnel,the imperfect supervision system,etc.This paper analyzes the causes of the problems from five aspects:the increase of business volume leads to the overload of customs operation,the conflict between fast customs clearance and strict supervision requirements,the restriction of work efficiency by the thought of official standard,the contradiction between the new function and the old system,and the lag of relevant legislative work.It also puts forward countermeasures and suggestions to improve the construction of service-oriented customs in Shenyang from five aspects:clarifying the basic requirements of the construction of service-oriented customs,improving the system of customs supervision,improving the efficiency of customs service and law enforcement,strengthening the construction of Customs personnel,and improving the performance management system.
