Research On The Impact Of Commercial System Reform On Urban Export Performance

Under the new development pattern,the driving force of the past "demographic dividend" and "policy dividend" for my country’s exports has become weaker and weaker.At the same time,the outbreak of the new crown epidemic and the rise of trade protectionism in various countries have also made my country’s foreign trade situation increasingly complicated.The Sixth Plenary Session of the 19 th Central Committee of the Communist Party of China emphasized that expanding opening up is the only way to promote highquality development,and high-quality development requires strengthening market mechanisms,standardizing market competition order,reducing institutional transaction costs,and establishing open,orderly,fair and just high standards market system.To this end,it is of great significance to carry out the reform of the commercial system,optimize the business environment,stimulate the vitality of the market,and create a new driving force for export growth.The reform of the commercial system is an important measure to stimulate the vitality of the market and a breakthrough in optimizing the business environment.On the one hand,it can simplify the procedures for enterprises to carry out technological innovation and guide market players to actively carry out innovation activities;on the other hand,it reduces the cost of market entry.,can stimulate the market vitality to the greatest extent,and guide enterprises to conduct healthy competition to maintain their comparative advantage in exports.In this context,based on the analytical framework of "Commercial System Reform-Innovation and Entrepreneurship-Urban Export Performance",this thesis will demonstrate the internal relationship between commercial system reform and export performance from both theoretical and empirical levels,as well as the relationship between urban innovation and export performance.Entrepreneurial ability plays an important mediating role between the two.This thesis firstly demonstrates the background of commercial system reform and its internal logic affecting export performance through theoretical analysis,and analyzes the current situation of my country’s export performance from two aspects of export scale and export quality.In order to further empirically explore whether the reform of the commercial system can have a positive impact on my country’s urban export performance,this thesis takes the simultaneous implementation of the "registered capital subscription registration system" and the "three-in-one certificate" as a measure to implement the reform of the commercial system."Natural Experiment" and use a multi-period double-difference model to demonstrate the effect of commercial system reform on exports;in order to enhance the reliability of the results,three methods of parallel trend test,propensity score matching and counterfactual test will be used on the basis of basic regression.The above relationship is tested for robustness;at the same time,this thesis also divides urban locations to complete heterogeneity analysis;finally,this thesis incorporates urban innovation and entrepreneurship capabilities into the regression model to explore the mechanism of commercial system reform affecting export performance.The main conclusions of this study are as follows:(1)Whether based on the export scale or export quality,my country’s export performance has achieved positive growth since2010,but the gap between local-level cities is still large.The export performance of the region is significantly better than that of other regions in my country,but its growth rate is lower than that of the central and western regions;(2)the reform of the commercial system can effectively improve my country’s export performance,and this conclusion is still reliable after multiple robustness tests;(3)When the reform of the commercial system improves my country’s export performance,it is partly achieved through the intermediate effect of urban innovation and entrepreneurial activities.Comparing the empirical results of "mass entrepreneurship and innovation" activities as an intermediate mechanism,it can be found that urban entrepreneurial activities It has a greater contribution to the promotion of the commercial system to export performance;(4)Although the commercial system reform can significantly promote the export performance of the eastern region and other regions,the impact on the central and western regions is more obvious.Therefore,it is necessary to unswervingly promote the reform of the commercial system,implement relevant policies for the reform of the commercial system,promote the transformation of government functions,and give play to the important role of competition in the market;it is necessary to further improve and implement the deployment of "mass entrepreneurship and innovation",strengthen The positive role of urban innovation and entrepreneurial activities in promoting export performance in commercial system reform.
