Research On The Existing Problems And Countermeasures Of Budget Management Of Government Investment Projects Of R County

In recent years,with the continuous development of the scale of government investment projects in China,many achievements have been achieved,but at the same time,many problems have been exposed in the field of engineering construction and management.As the basic organization of the implementation of government-invested projects in China,the county-level government is faced with the contradiction of the expansion of the number and scale of the investment projects on the one hand,the relative shortage of investment funds on the other hand,and the low efficiency of fund management during the implementation of government-invested projects.R County is located in the southern part of Zhejiang Province,where the local economy is relatively developed and the scale of government investment projects and budget amount are relatively large.In the practice of R county government investment project budget management,problems such as lagging timeliness of process,inadequate budget management and neglected performance evaluation are exposed.Therefore,studying how to make reasonable control of the government investment project budget,the government need to further improve the budget management abilities,to improve the R county government investment project budget management approach,to further strengthen the budget management in government investment project,regulate the behavior of the government investment,and improve the mechanism of government investment,improve the efficiency of the government investment is of great importance.This paper summarizes and analyzes the research and development process,theoretical model and practical results of domestic and foreign scholars on the budget management of government investment projects.Combined with the theory of public management,this paper conducts a systematic and in-depth study on the budget management of government investment projects in R County,Zhejiang Province.This article through to the government investment projects and the understanding and definition of the concept of the budget management,from R county government investment project construction procedure process and the corresponding funds management,financial department for budget approval process,nearly five years budget and subtract situation in many aspects,such as the response to R county government investment project budget management status.Analyzed the R causes of the county government project budget management status quo of the problem,including budget management ills,information system integration of the setup process insufficiency,the budget management method is not perfect,the performance evaluation mechanism is imperfect,lack of intermediary personnel quality,professionalism and supervise staff shortage,the construction unit personnel quality is short board,etc.To promote R county government investment project budget management standardization and efficient,this article from the budget management flow optimization,management method and perfect mechanism,improve the ability of budget management personnel related many aspects,such as targeted put forward the following countermeasures:(1)to perfect budget management process optimization and depth,promote data integration and intelligent;(2)Improve R county government investment project budget management system and budget performance management mechanism,and promote the organic combination of the two;(3)Strengthen the participation of personnel and experts of intermediary agencies in the whole process of budget management,improve the professional ability of government budget managers,and comprehensively promote the ability improvement of budget practitioners in R County.It can help solve practical problems of R county government departments in budget management of government investment projects,provide reference value for similar areas to solve similar problems,and promote R county to achieve high-quality development.
