| With the increasingly grim situation of population aging and the increasing overall medical costs,the "expensive and difficult medical treatment" of the elderly is still a key issue worthy of social attention.In 2016,the State Council proposed to integrate the basic medical insurance system for urban and rural residents nationwide,aiming to promote social equality and improve people’s well-being.This system integration is of great significance for improving urban-rural integration.Rural and urban residents enjoy equal medical security rights.Compared with the past NCMS system,the medical insurance treatment of the rural elderly has been significantly improved.Therefore,from the perspective of the rural elderly benefiting more from the system integration and the greater improvement of medical insurance treatment,this paper uses the micro data of CHARLS and uses the DID model to analyze the impact of the integration of basic medical insurance system for urban and rural residents on the medical burden of rural elderly.The study found that the system integration has significantly reduced the medical burden of the rural elderly on the whole,but in reality the medical burden of the rural elderly is still heavy in China,so the effect of the system integration on reducing the medical burden of the rural elderly still has room for further improvement.Secondly,it also makes a heterogeneity analysis on the rural elderly with different income,different health and different regions.The analysis results show that there are group differences in the impact of system integration on the medical burden of rural elderly with different income and different regions,and it has a significant effect on reducing the medical burden of rural elderly in middle-income and eastern region.However,the effect of reducing the medical burden on the low-income and rural elderly in the central and western regions is not obvious.Based on this,this paper puts forward some policy suggestions from the aspects of optimizing and adjusting the design of basic medical insurance system for urban and rural residents,improving the allocation and service capacity of grass-roots medical resources,strengthening the prevention and control of chronic diseases for the rural elderly,improving the overall planning level of basic medical insurance for urban and rural residents,and strengthening the effective connection with other medical insurance systems.It is hoped that the urban and rural residents medical insurance can play a greater role in reducing the medical burden of the rural elderly,so that the majority of rural elderly people can improve their sense of access,happiness and security. |
