| In 2019,General Secretary Xi pointed out at the Symposium on ecological protection and high-quality development of the Yellow River basin that the protection situation of water resources of the Yellow River is grim and the contradiction between water supply and demand is becoming increasingly acute.In 2021,the CPC Central Committee and the State Council issued and promulgated the outline of the plan for ecological protection and high-quality development of the Yellow River Basin,which clearly proposed to strengthen the economical and intensive utilization of water resources in the whole basin and strengthen water conservation in agriculture and industry.Bayannur City in Inner Mongolia is located in the middle and upper reaches of the Yellow River Basin,with lack of precipitation,but it is backed by the Yellow River and rich in water resources.Therefore,Bayannur City should take the initiative to undertake the responsibility and obligation of water conservation and conservation in the Yellow River Basin and ensure the water use in the lower reaches.In addition,agriculture is the main industry of water use.As one of China’s major agricultural provinces,Inner Mongolia Autonomous Region is the key area of national agricultural development.Bayannur City is not only the main area of grain and cash crops in Inner Mongolia,but also one of the main grain producing areas in China.Using water-saving irrigation technology can greatly save intensive water resources,improve the utilization efficiency of water resources,realize the fundamental transformation of water use mode from extensive and inefficient to economical and intensive,and expand the development space by saving water.Therefore,exploring how to improve the adoption preference of the application subject of water-saving irrigation technology has a direct impact on encouraging them to adopt the technology in agricultural production,and is of great significance to ensure agricultural security and social development.This paper makes relevant theoretical research and literature review from the influencing factors of farmers’ technology choice,technology adoption preference and the application of water-saving irrigation technology,defines the concept of water-saving irrigation technology and agricultural technology adoption,and briefly reviews Parsons’ social action theory,Coleman’s rational choice theory,agricultural technology innovation diffusion theory and evolutionary economics,from the characteristics of water resources,agricultural water use This paper introduces the development of agricultural water-saving irrigation in Bayannur City from the perspective of relevant systems and policies of agricultural water-saving irrigation and the popularization of water-saving irrigation technology.Using the methods of questionnaire and field investigation,seven areas of Linhe District,Dengkou County,Wuyuan County,Hangjinhou banner,Ulat Front Banner,Ulat Middle Banner and Ulat rear banner of Bayannur City were investigated and visited,and the basic characteristics of the interviewed farmers,the use status of water-saving irrigation technology,the cognitive characteristics of farmers on Water-saving irrigation technology,the impact of external environment and the preference of farmers for water-saving irrigation technology were analyzed and described.Based on the above survey data,a binary logistic regression model is constructed to empirically analyze the influencing factors of farmers’ preference for water-saving irrigation technology in Bayannur City.Finally,according to the theoretical analysis and empirical results,countermeasures and suggestions are put forward: 1.Improve farmers’ awareness of water conservation and mobilize their enthusiasm for water conservation: respect farmers’ participation and take farmers’ needs as the guide;Improve farmers’ awareness of water shortage and water saving.2.Strengthen the main role of government promotion and create a good policy environment: strengthen the publicity of water-saving technology and improve the farmers’ technical training mechanism;Combining institutional incentive with economic guidance to promote the construction of technological rationality;Research and develop new water-saving technologies and innovate irrigation methods according to local conditions;We will improve rural infrastructure and accelerate the integration of land transfer.3.Strengthen the construction of rural organizations and give play to different main functions: give play to the leading role of rural cooperative organizations;Highlight the leading and exemplary role of village cadres. |
