Research On Performance Evaluation And Improvement Of Emergency Management Of Expressway Emergencies In Gansu Province

At present,the total mileage of China’s expressway construction and opening to traffic is in the leading position in the world.Expressways have covered all parts of the country,and a relatively mature expressway network has been formed.Expressways provide convenience for residents’ travel and transportation,and are an important channel for promoting economic development and inter-regional interaction.It can be foreseen that the expressway will be very important in the future.It will not only play a great role in promoting the social development of each place,but also play an extremely important role in the daily life and travel of the masses.With the continuous expansion of the scale of expressways in various parts of my country and the substantial increase in traffic flow,the number of expressway emergencies caused by accidents,natural disasters,public health events,ecological environment pollution and mass accidents will gradually increase,and their harm will become increasingly huge.The emergence of emergencies on expressways has caused huge losses to people’s personal safety and property safety,and caused great harm to people’s mental health.Therefore,timely check the risks that may arise from the expressway in advance,and at the same time,prevent possible accidents,and manage and control the process and results,so as to continuously strengthen the expressway-related departments to deal with special situations such as accidents.Response and resolution capabilities,striving to improve emergency management performance throughout the process of addressing special events affecting highway traffic.At present,Gansu Province has corresponding emergency plans,emergency agencies,rescue teams,professional equipment,etc.for the management of highway emergencies,but lacks a relatively complete and systematic evaluation index system.It is urgent to establish a useful,complete,Systematic evaluation index system,and carry out effective performance evaluation,in order to timely discover the problems and loopholes existing in the practice of emergency management behavior made by the management department in the process of expressway traffic management,which is convenient for expressway.The management department responded quickly and actively explored ways to optimize and improve,so as to further improve the emergency management ability and management performance of the expressway management department for emergencies.This paper focuses on the performance evaluation of emergency management of expressway emergencies.Relying on the "4R" theory of crisis management and performance evaluation theory,the preliminary index system of performance evaluation is sorted out through case study method,literature study method and interview method;then Delphi consulting method is used.Questionnaires were consulted with experts,the questionnaires were collected and the importance of each indicator was scored by experts through SPSS software statistical analysis,and indicators were screened and determined according to the results of experts’ scores,and finally the indicator system for performance evaluation was determined,including "disaster prevention and mitigation,emergency preparedness,Emergency disposal,restoration and reconstruction" four 1st level,29 2nd level and 89 more specific and more detailed indicators;then using the Analytic Hierarchy Process(AHP),a 3-level structure model was constructed through YAAHP software,and then Questionnaires are distributed,and experts score the judgment matrix to obtain the index weights;finally,the fuzzy comprehensive evaluation method is used to construct a performance evaluation implementation model for practical application.After sorting out the emergency management situation of the incident,issue a performance evaluation scoring questionnaire to experts,and then sort it out after recycling.The sorting results are analyzed according to the requirements of MATLAB software,and the code that needs to be run by the method is written and imported,and the evaluation is obtained after the system runs.result.The results show that the "B1disaster prevention and mitigation" index has the highest importance and is the core of emergency management of expressway emergencies;the overall evaluation result of emergency management performance of expressway emergencies in Gansu Province is very good,among which "C2 risk source identification" The scores of the four indicators of "C2 risk disposal","C9 monitoring and early warning" and "C12financial security" are relatively low.Finally,focusing on the development direction of emergency management in the current academic and practical fields,this paper proposes that the emergency management of expressway emergencies should be moved forward,the focus should be moved downward,and the main body should be moved outward.The ideas and suggestions for the improvement of emergency management performance of incidents are provided to provide reference for the improvement of emergency management performance and the improvement of coping capabilities in response to emergencies in the operation and management of expressways in Gansu Province.
