Research On The Dilemma And Influencing Factors Of Homestead Exit Compensation From The Perspective Of Rural Heterogeneity

For a long time,China has implemented the strategy of "rural feeding city",but due to the lack of hematopoietic capacity in rural areas,the phenomenon of "anemia" in rural areas has become increasingly serious.National focus on rural revitalization strategy,therefore,more and more scholars begin to pay close attention to the country revitalization and the country revitalization in the process of related problems,this paper focuses on rural revitalization of the optimum path of land resources,to explore the current difficulty of land resource allocation and countermeasures,trying to exit the homestead compensation as the breakthrough point for the country "blood",is the vitality of rural development.However,at present,there is a serious waste of homestead resources in a large number of villages in rural areas of China,and there are institutional obstacles to the withdrawal of homestead.The idle homestead in the hands of farmers cannot reflect the due economic value.At the same time,due to the urban and rural household registration system is not smooth,most rural migrant farmers cannot be settled in the city,if constantly forced to permanent land from farmers,a can lead to a large number of migrant workers returning migrants displaced,second is likely to cause old homecoming peasant’s basic living needs in the future can not get effective guarantee,which will cause social unrest influence social stability development.By analyzing and sorting out the exit compensation policies in each pilot area of homestead,we can see that the background of policy implementation in each pilot area is very different,and the difficulties they encounter are also different.Therefore,village policies are important and necessary.According to the pilot reform experience,in the increasingly differentiated rural areas,only by clarifying the internal logic of homestead restitution compensation in different types of villages and meeting different difficulties,can the homestead restitution compensation develop steadily in a better direction.At present,has been implementing the homestead compensation work out differences between typical pilot areas have been fully respected village and largest may protect the interests of farmers and the meet diversified needs of farmers out of compensation methods of the village land out of compensation for the future work provides a good reference and accumulated valuable experience and rich land reform.From the perspective of village differentiation,this paper explores the influencing factors of farmers’ willingness to withdraw homestead compensation and further analyzes the influence of different villages on farmers’ willingness to withdraw homestead compensation.Research methods: literature and Logistic model analysis.Results: Rural heterogeneity is the main factor influencing the difference of farmers’ willingness to withdraw from homestead,and this behavior also depends on respondents’ own and family conditions,policy implementation environment,and farmers’ expectation of compensation for homestead withdrawal.Research conclusions: should give full consideration to the differences of different villages and promote the development of different types of village land out of compensation policy and perfect,and will be back after the farmer’s housing demand,production,employment,medical and old-age security rights and interests and effective matching exit homestead compensation policy,thus further promote farmers out of land and urban and rural land resource optimal allocation.
