| Manufacturing industry is an important leading force for a country to create social wealth and achieve economic growth.It is also the main battlefield for countries around the world to compete for scientific and technological innovation.In the outline of the 14 th five year plan,it is mentioned that adhering to innovation driven development is an important strategy for China to achieve socialist modernization,and the transformation of scientific and technological achievements is the key link in scientific and technological innovation and the only way to promote the transformation and upgrading of the manufacturing industry.At present,China’s manufacturing industry is facing the "neck" problem of the lack of core technology in the fields of chips,aero engines,fuel cells and so on,which urgently needs to be solved by excellent scientific and technological achievements.However,there are still some problems in China’s manufacturing industry,such as the inconsistency between scientific and technological achievements and market demand,the lack of transformation approaches,and the immature transformation mechanism and system,which make it difficult for China’s manufacturing industry to transform scientific and technological achievements into practical applications,make it difficult for scientific and technological innovation to effectively serve the improvement of productivity,and hinder the sustainable development of the manufacturing industry.Therefore,in order to further improve the scientific and technological innovation level of China’s manufacturing industry and accelerate the implementation and application of core technologies,it is necessary to comprehensively evaluate the transformation efficiency of China’s manufacturing scientific and technological achievements,so as to analyze the deep-seated problems restricting the transformation and development of China’s manufacturing scientific and technological achievements,and put forward reasonable countermeasures and suggestions for promoting the leapfrog development of China’s manufacturing industry.This study takes each sub industry of China’s manufacturing industry as the research object,divides the transformation of scientific and technological achievements into two stages: R&D and transformation and application,and establishes the index system respectively.Then,from the perspective of input-output,the three-stage dea-bcc model is used to conduct empirical research on the relevant data of the transformation of scientific and technological achievements in the manufacturing industry from 2015 to 2020.The comprehensive efficiency value,pure technical efficiency value and scale efficiency value of each industry are calculated respectively.Finally,the research results are classified and analyzed.The results show that:(1)during the 13 th Five Year Plan period,the transformation of scientific and technological achievements in China’s manufacturing industry developed rapidly,but its scale expansion speed was higher than the speed of technological progress.(2)The growth rate of comprehensive efficiency of transformation and application in China’s manufacturing industry is higher than that of R&D.at the same time,the growth rate of comprehensive efficiency of transformation and application in most industries is also faster.(3)Behind the vigorous development of the transformation of scientific and technological achievements in China’s manufacturing industry,the gap between industries has a growing trend.(4)Environmental factors have a greater impact on the transformation of scientific and technological achievements,and the impact on the transformation and application stage is greater than that on the research and development stage,indicating that the transformation and application stage is more dependent on the environment.Based on the research results,this study puts forward specific countermeasures and suggestions in the aspects of innovative resource investment,transformation application mode,scientific and technological service organization system,scientific and technological talents,in order to improve the transformation ability of scientific and technological achievements of China’s manufacturing industry. |
