| In recent years,the economy in Northeast China has been persistently depressed.As the former national base of heavy industry,more and more scholars have paid attention to it.They studied and explored the causes of Northeast China’s economic recession.The main reason of the Northeast economic recession is the system malady caused by the planned economy,and the government has inertia in the thinking of the planned economy,such as the government executive power is insufficient,the decision-making deployment implementation effect is poor and so on.In order to further study the present situation of economic development in Northeast China,this paper takes the industrial city of S city in Northeast China as an example.Mostly Quantitative analysis,By means of correlation analysis,Regression analysis analysis and comparative analysis,to evaluate the effectiveness of industrial policy during the 13 th five-year plan period in S city.Because of the great difference in the content of industrial policy and the difference in the appearing time of the effect,for better quantitative analysis,according to the overall development goal of S city during the 13 th five-year plan period,the industrial policy can be classified into “Aggregate scale policy”,“Industrial Structure Policy”,“Science and Technology Innovation Policy” and“Organizational Structure Policy”.In order to evaluate the effectiveness of the industrial policy of S city,make “the gross scale target”,“the industrial structure target” “the scientific and technological innovation target” and “the organizational structure target”.The analysis concludes that S city’s industrial policy is effective,but the overall effect is weak.It can not boost the economy.This paper that affect the effective implementation of policies are mainly concentrated in two major areas:First,because the inertia thinking of local planned economy still exists,there are some problems in the process of making industrial policy,such as insufficient communication between government and enterprises,deviation of policy objective and improper policy strategy.Second,in the process of industrial policy implementation,it is influenced by environmental factors,government factors,science and technology innovation factors,talents factors,entrepreneurs factors,geographical factors,policy means and strategy factors,have a negative impact on the effectiveness of industrial policy.In order to improve the industrial efficiency of S city,this paper thinks that we should start from three aspects.First,we should consider the result-oriented,pertinence,forward-looking,cooperation and operation of the policy in the process of policy making.Second,in the process of policy implementation,we should focus on optimizing the business environment,strengthening the functions of the government,improving the quality of entrepreneurs,strengthening the joint role and improving policy tools and strategies.Third,we should pay attention to the smooth channels and research of industrial policy feedback. |
