Since China’s reform and opening up,the country has experienced rapid economic development.The rapid development of the economy has been accompanied by low resource utilisation and environmental damage,which has limited the long-term stability of the economy.Therefore,at this stage,China is faced with the challenge of reconciling environmental protection and economic development,and the goal of green development requires a balance between economic development and environmental protection and a green transformation of the economy.The report of the 19th National Congress of the Party proposes that high-quality economic development in the new era means "establishing a sound economic system of green,low-carbon and cyclical development",which clearly defines the direction of China’s economic development and sets the goal of China’s economic development under socialism with Chinese characteristics in the new era.Thus,under the Party’s requirements for high-quality economic development,the public is increasingly concerned about green total factor productivity at a time when resources are scarce and the global climate is constantly changing.Manufacturing is the mainstay of China’s national economy and manufacturing development plays a vital role in the operation of the economy,strongly contributing to China’s industrialisation and modernisation process.As China’s traditional industries,manufacturing industries such as machinery,electronics,food,textiles,chemicals and home appliances are characterised by high energy consumption and pollution.As their scale grows,so does their demand for resources,so it is worth exploring how the manufacturing industry is faring in the context of the new era.As a typical public good,it is difficult to rely on the market’s spontaneous mechanism to achieve optimal allocation.Therefore,to solve the environmental problems,we must rely more on the government’s power,and through the reform of the institutional mechanism,we can shift our development mode to the green track.One of the distinctive features of China’s government management system is the "fiscal decentralisation".Therefore,to study the mechanism and path of green transformation of China’s manufacturing industry,it is necessary to include fiscal decentralisation in the analysis framework,which is of great theoretical value and practical significance for regional governments in China to better adjust fiscal decentralisation and realise green and sustainable development of manufacturing industry.Based on this,this thesis attempts to carry out the following research under the theme of the impact of fiscal decentralisation on green total factor productivity in the manufacturing industry.Firstly,it compares the relevant literature at home and abroad,summarises the controversial issues and areas for expansion in the research,and proposes the research ideas and contents of this thesis on this basis;secondly,it explores the mechanism of the impact of fiscal decentralisation on green total factor productivity in manufacturing industry in depth;again,based on the data of 30 provinces and cities in China from 2008 to 2019,it measures the super Based on the data of 30 provinces and cities in China from 2008 to 2009,the super efficiency SBM value and ML index of green total factor productivity in manufacturing industry were measured and analyzed statically and dynamically;then,a fixed effect model was applied to analyze the impact of fiscal decentralization on green total factor productivity in manufacturing industry,and in the process of empirical evidence,the impact of fiscal decentralization on green total factor productivity in manufacturing industry was innovatively explored from three perspectives of fiscal decentralization:fiscal decentralization of expenditure,fiscal decentralization of income and fiscal autonomy.The empirical results show that fiscal decentralisation from the perspective of revenue and expenditure has a positive contribution to green total factor productivity in the manufacturing sector,while fiscal autonomy has a negative inhibitory effect on green total factor productivity in the manufacturing sector.Finally,based on the results of the theoretical and empirical analyses,policy recommendations are put forward in the light of the actual development of China’s manufacturing industry. |
