| For a long time,after the delivery of the new commercial housing,due to various reasons,such as the late service of the development enterprise,the unreasonable setting of housing delivery procedures,and the broken connection of certificate processing,the buyers cannot be able to obtain the real estate certificate quickly.They had obtained the key of the new housing,resulting in the disconnection between the housing right and the property right.In version 3.0 of the implementation plan for comprehensively deepening the construction of international business environment in Chengdu,Chengdu proposed to pilot the "house delivery and certificate handling" service of qualified new commercial housing projects,and the municipal level and districts(cities)and counties have successively explored and carried out reform pilot projects.Aiming at the problems found in the field investigation in the real estate registration reform of new commercial houses in Chengdu,this paper draws lessons from the typical experience of domestic real estate registration reform pilot cities,analyzes the relevant situation in Chengdu,and puts forward countermeasures and suggestions to promote the real estate registration reform of new commercial houses in Chengdu,so as to provide reference for other cities to carry out real estate registration reform,At the same time,it makes some exploration on the practice of government departments to optimize the government process and promote the cooperation and sharing of government departments. |
